General information

Description of the project

The project involves the reconstruction of a 22.4 km section of the M-06 Kyiv - Chop highway (km 129.6 - km 151.73), which is due to the need to bring its parameters and safety features up to modern standards. The works are divided into 5 construction phases, within which it is planned to erect 7 artificial structures, 5 two-level traffic interchanges and install a capital road surface made of cement concrete with a thin-layer protective coating (LEMS). The completion of the reconstruction of the Zhytomyr bypass road will allow the transit freight flow to be completely removed from the city, which will significantly relieve the street network and improve the environmental situation in residential areas. Thanks to the modernization of the M-06 Kyiv - Chop highway, the level of traffic safety will dramatically increase, logistics in the strategic direction will be optimized and a powerful incentive will be created for the economic development of the entire region.

The purpose of the project

Main goal:

Increasing compliance with modern standards

Secondary goal:

Improving the condition of infrastructure

Description of the purpose of the project and ways to achieve it

The purpose of the project is to bring the section of the M-06 highway to the parameters of category I-b by installing a major cement-concrete coating and building 7 artificial structures and 4 transport interchanges to distribute traffic flows at different levels. This will allow completely removing transit traffic outside Zhytomyr, ensuring a high level of traffic safety, improving the environmental situation in the city, and optimizing international logistics.

Problems and solutions resulting from project implementation

Key issues: Motor transport moves according to temporary traffic patterns or on one side of the road, which limits the capacity during peak hours. Previously constructed structural layers of the road surface show signs of destruction. The lack of a separate barrier between oncoming traffic leads to the risk of accidents. Due to traffic jams and low speed on the bypass, part of the transit tries to pass through the city center, which worsens the ecology and condition of city roads in Zhytomyr. Dangerous left turns or U-turns at the same level remain at some junctions. Solution: The full completion of all phases of the construction of the Zhytomyr bypass will create a single high-speed corridor with a reliable cement concrete coating, which will finally take the transit flow outside the city limits and improve its ecology. By distributing traffic at different levels and eliminating bottlenecks, the facility will guarantee maximum traffic safety in the future and become a key link in the European transport network.

    Commercial Justification

    Supplier and contractor market assessment

Is the project likely to attract a sufficient number of bidders to ensure real competition that will encourage bidders to think innovatively and maximize the quality of their proposals?
    Yes

[Response was provided in the Preliminary Investment Feasibility Study]

Is the project of interest to small and medium-sized enterprises?
    Yes

[Response was provided in the Preliminary Investment Feasibility Study]

Will the project involve national or international suppliers and contractors?

[Response was provided in the Preliminary Investment Feasibility Study]

Has an analysis of available procurement options been conducted for the technical solution?
    No

[Response was provided in the Preliminary Investment Feasibility Study]

What procurement strategy was chosen for the project implementation, and what justifies its feasibility in the context of the market and project objectives?

[Response was provided in the Investment Feasibility Study]

What approaches are planned to be used to ensure transparency, competition, and efficiency in the procurement process?

[Response was provided in the Investment Feasibility Study]

What types of procurement procedures are envisaged by the project (open tender, negotiated procedure, competitive dialogue, etc.)?
    Open competitive bidding

[Response was provided in the Investment Feasibility Study]

    Pre-market engagement

[Response was provided in the Investment Feasibility Study]

    Potential market participants

[Response was provided in the Investment Feasibility Study]

    Market readiness assessment
