Description of the project

The project involves the installation and modernization of an automatic fire alarm and notification system in the Novokaterinivska Lyceum. It is planned to install modern sensors, cable lines, receiving and control equipment, and a sound and light notification system. The project solves the problem of the lack of proper fire protection, which poses a risk to the lives of children and employees and violates fire safety requirements. Expected results: timely detection of a fire, prompt notification and safe evacuation, increased security in the institution and compliance with regulatory requirements.

Description of the purpose of the project and ways to achieve it

The purpose of the project is to modernize the fire safety system of the Novokaterinivsky Lyceum to ensure full compliance with modern requirements and standards in the field of fire protection, as well as create safe conditions for children and employees of the educational institution. The project is aimed at updating critically important infrastructure in order to timely detect fires, promptly notify and minimize the risks of emergency situations. Achieving this goal is key to guaranteeing the physical safety of participants in the educational process, fulfilling the requirements of the legislation and ensuring the sustainable functioning of the educational institution. Methods of achieving the goal within the framework of the implementation of the public investment project To achieve the goal, a set of technical, organizational and infrastructure measures will be applied, in particular: Technical modernization installation of modern fire detectors (smoke, heat) in accordance with DBN V.2.5-56:2014; installation of new receiving and control equipment for centralized monitoring of the state of fire safety; laying new cable lines using fire-resistant materials; installation of an automatic visual and audible warning system for rapid evacuation; integration of the system with the ability to transmit a signal to the relevant response services. Organizational and management measures adaptation of internal fire response procedures in accordance with new technical solutions; conducting staff training on the functioning of the updated system; formation of a safe educational environment through regular testing and maintenance of equipment. Infrastructure renewal dismantling of outdated or unsuitable fire protection systems; technical re-equipment of critical elements of the institution's fire infrastructure; ensuring the availability of systems for further maintenance. Justification of the existing gap between the current state and the target level Current state Today, the fire alarm system in the lyceum building is outdated, technically worn out, or partially or completely non-functional. Some rooms lack working sensors, alerts, or other components necessary for a prompt response in the event of a fire. The technical condition of the system does not provide an adequate level of safety and does not meet the current regulatory requirements of DSTU, DBN, and Fire Safety Rules. As a result, there is a significant risk of untimely fire detection, which can lead to significant threats to the life and health of children and employees, as well as material losses and possible termination of the institution's activities. Target state The target result of the project is a fully modernized, certified, and effective fire alarm and notification system that: meets all modern engineering and technical standards; covers 100% of the premises of the educational institution; provides timely automatic fire detection; guarantees instant signal transmission and effective notification of people; creates conditions for rapid organized evacuation. Gap between the current and target levels The gap is manifested in the following key aspects: technical: the existing system does not provide the functions defined by modern standards, while the target level provides for a full range of highly effective technical solutions; functional: the current system does not allow for a prompt response to a fire, while the target one provides automatic notification and safety of people; regulatory: the institution does not meet the mandatory requirements of the legislation, which creates legal risks; social: the existing level of security does not guarantee the protection of children, while the target level provides for the creation of a completely safe educational environment.

Problems and solutions resulting from project implementation

Currently, Novokaterinivskyi Lyceum has a number of critical problems in the field of fire safety: an outdated and partially non-functional fire alarm system, incomplete coverage of premises, lack of modern automatic notification facilities, and low level of technical reliability of equipment. This creates an increased risk of untimely fire detection and a threat to the life and health of children and employees. The urgency of the problems is due to the increased requirements for the safety of educational institutions, an increase in the load on the infrastructure, and the need for a quick response in emergency situations. Failure to resolve these problems can lead to serious consequences: fires, threats to the lives of participants in the educational process, material damage, suspension of the institution's activities, and legal liability due to non-compliance with standards. The implementation of the project will provide significant positive changes: modernization of the fire alarm system, complete coverage of premises with modern sensors, rapid automatic notification, increased security, and creation of conditions for organized evacuation. The institution will meet modern standards, and the level of risks will be minimized, which will contribute to the formation of a safe educational environment for all participants in the process.
