General information

Description of the project

The investment project envisages the creation and operation of the National War Memorial Cemetery in order to implement the state policy in the field of honoring and perpetuating the memory of the deceased (deceased) persons specified in parts one and seven of Article 15-1, as well as Article 15-2 of the Law of Ukraine "On Burial and Funeral Affairs". The project envisages the creation of a nationwide place of honorable burial and commemoration of persons who defended the independence, sovereignty and territorial integrity of Ukraine, performed official duties and swore allegiance to the Ukrainian people. The creation of the National War Memorial Cemetery envisages the implementation of six construction phases, which will include the phased construction of memorial, ritual, administrative and auxiliary facilities, the formation of appropriate infrastructure and ensuring sustainable operation.

Description of the purpose of the project and ways to achieve it

The purpose of the public investment project is to create new infrastructure facilities of national importance for the honorable burial and commemoration of the dead (deceased) persons who defended the independence, sovereignty and territorial integrity of Ukraine, performed their official duties and swore allegiance to the Ukrainian people. The goal is to be achieved through the phased implementation of six phases of construction, which includes the construction of memorial, ritual, administrative and engineering infrastructure facilities, the arrangement of territories for honorable burial, the creation of conditions for public access, inclusivity and ceremonial use of the territory.

Problems and solutions resulting from project implementation

The existing system does not cover the needs for the burial of the dead from different regions of Ukraine according to unified state standards, and the absence of a single national place of commemoration and a state model of honorable burial significantly hinders the implementation of a holistic memory policy. This, in turn, makes it impossible to organize commemorative ceremonies at the national level and does not meet the expectations of Ukrainian society in the context of the ongoing armed aggression against Ukraine. The inability to provide a proper, dignified memory for the dead on a national scale is a symbolic loss of identity and social unity. This situation causes social tension on the part of the families of the dead (deceased) veterans, public and veteran organizations due to the lack of proper commemoration, the lack of a single state space for commemoration. The implementation of the public investment project will eliminate these structural problems by creating a National Military Memorial Cemetery of national importance, which will become a central place for dignified burial, holding state ceremonies, forming a culture of memory and symbolic honoring of the defenders of Ukraine. It is expected that the creation of a single memorial space will contribute to strengthening national memory, identity and moral unity of Ukrainian society, ensure equal access to an honorable burial in accordance with state standards, and increase trust in the institutions responsible for implementing the memory policy.
