General information

Description of the project

The project aims to modernize key early warning capabilities for hazardous and natural hydrometeorological phenomena, significantly improve the capabilities of hydrometeorological services and provide specialized training for the Ukrainian Meteorological Service Center as the national provider of hydrometeorological services. The project includes support for the installation of modern meteorological radars necessary for the detection and warning of hazardous hydrometeorological phenomena. The early warning system in Ukraine also requires lightning observations, which are crucial for monitoring and warning of high-intensity, rapidly developing and rapidly moving thunderstorms. Radar systems are complemented by a network of lightning direction finders, which provide information on thunderstorm development and lightning damage. The combination of these two datasets provides a powerful tool for the early warning service. In addition, the automated meteorological stations will expand the coverage of the existing network of automated meteorological stations of UkrGMC, and thanks to mobile equipment, UkrGMC will be able to focus on the most important areas for the operations of the State Emergency Service, where civil protection and rescue services are needed. All the main systems supplied will be centrally managed using a single network management software. The solution helps to optimally maintain the network and increases the uptime of systems thanks to the possibility of remote troubleshooting and diagnostics.

Description of the purpose of the project and ways to achieve it

The main objective of the project is to improve Ukraine’s national capacity to provide accurate real-time meteorological data, in particular to support rescue operations of the State Emergency Service of Ukraine. This will be achieved by modernizing and automating the meteorological observation infrastructure using fault-tolerant and partially transportable systems, replacing manual observations with automated ones. Improved data collection will allow for more reliable weather forecasts and warnings, which is crucial for safe and effective planning and execution of rescue operations, especially in complex situations such as forest fires. The project will also improve the capacity of the Ukrainian Meteorological Center to provide hydrometeorological forecasts and warnings of hazardous and natural hydrometeorological phenomena to protect the population and mitigate the consequences of natural disasters, support the sustainable development of Ukraine, help adapt to the effects of climate change and increase resilience to them in the long term, thus fulfilling the UN Sustainable Development Goals by 2030.

Problems and solutions resulting from project implementation

The lack of modern automated complexes for hydrometeorological observations and environmental pollution monitoring, advanced hydrometeorological forecasting technologies does not allow providing hydrometeorological information to the sectors of the national economy and the population at the European level. In some cases, it is impossible to predict, warn, and prevent the occurrence of such natural hydrometeorological phenomena as catastrophic downpours, squalls, tornadoes, floods on the mountain rivers of the Ukrainian Carpathians and the mountains of Crimea. Due to outdated complexes for processing, archiving and storing materials of hydrometeorological observations and environmental pollution monitoring, the tasks of collecting, transmitting, processing and summarizing information, ensuring automated access to it by users in accordance with the requirements of the World Meteorological Organization (WMO) are not performed. The state of material, technical and human resources does not allow solving the problem of increasing the efficiency of all technologically connected links of activity - from primary measurements to providing users with the final product, namely: information, forecasts and warnings about dangerous and natural hydrometeorological phenomena. The meteorological observation infrastructure in Ukraine has suffered significant damage as a result of the war, which prevents the provision of timely and accurate meteorological data. Ukraine is also vulnerable to various natural hazards, including floods and droughts, which can cause significant negative socio-economic consequences and high economic costs. Climate change has led to an increase in average temperatures and an increase in the number of extreme weather events that affect key sectors of the economy, such as agriculture, energy production and transport. This project aims to solve these problems by: modernizing the meteorological observation infrastructure with more stable and partially transportable systems, partially meeting Ukraine's urgent need for mobile observation facilities; automation of meteorological observations, which will replace the current manual process that hinders the exchange of information in real time, this modernization is especially important for rescue operations of the State Emergency Service of Ukraine; strengthening the early warning systems of the Ukrainian Meteorological Service by providing improved observation data, which is the basis for creating reliable warnings about dangerous and natural hydrometeorological phenomena.
