Description of the project

The Investment Project will finance the mobilization of critical resources needed to strengthen the capacity of the National Health Service and the Ministry of Health. The project will focus on technical support, primarily to strengthen operational capacity

Description of the purpose of the project and ways to achieve it

The project will finance the mobilization of critical resources needed to strengthen the capacity of the National Health Service and the Ministry of Health. The project will focus on technical support, primarily to strengthen operational capacity.

Problems and solutions resulting from project implementation

Result Area 1 – Prioritization of Services within the SGP: The project will provide incentives to standardize the process of reviewing the SGP service package to increase its cost-effectiveness over time and shift the overall SGP budget from the hospital to the PHC level. Result Area 2 – Hospital Network Optimization: The project will provide incentives to increase the concentration of services in larger, high-volume hospitals, with greater economies of scale and scope of services that use efficient and alternative energy sources. Result Area 3 – Strategic Procurement: The project will provide incentives to deploy improved and strategic methods of paying for provider services. For PHC, this will incentivize the introduction of bundled payments based on the achievement of key performance indicators (KPIs); for hospitals, this will contribute to the disaggregation of the DRG system and an increase in the share of hospital reimbursements based on results. Result Area 4 – Management Capacity: The project will enhance the autonomy of the NHSU and strengthen oversight mechanisms, including through citizen participation, and provide incentives to strengthen the capacity of the NHSU, especially at the decentralized level, to better perform its monitoring and control functions and to better identify and recover SGP funds lost through accounting errors and fraud.
