Ensuring equal access to quality education for all children in the community is one of the key tasks of local governments and the education system. An important component of this process is the organization of safe and timely transportation of students to educational institutions. The existing fleet operates with the maximum possible load, which significantly limits the possibility of optimizing routes and creates an additional load on the transportation system. The institution, according to the plan for forming a network of general secondary education institutions of the relevant administrative-territorial unit in the 2027/2028 academic year, will provide specialized secondary education, the basis for the decision of the thirty-third session of the eighth convocation of August 30, 2024 No. 861 "On approval of the Plan for forming a network of educational institutions that will provide complete general secondary education from September 1, 2027, and their indicative list"

An additional factor that increases the need for transport is the introduction of specialized secondary education, according to which high school students of branches will study on the basis of a supporting institution. In this regard, there is a need to organize transportation of students of the branches “Velykopavlivska Gymnasium of Zinkivska Supporting Lyceum No. 1” and “Deykalivska Gymnasium of Zinkivska Supporting Lyceum No. 1 of Zinkivska City Council” to the supporting institution for obtaining specialized education. The implementation of the project to purchase a school bus will allow: 1) to ensure safe and timely transportation of students to the supporting educational institution; 2) to organize two additional routes for students of branches; 3) to guarantee equal access of children of the community to high-quality specialized education; 4) to optimize transport logistics and reduce the load on the existing fleet. Thus, the purchase of an additional school bus is a necessary condition for ensuring the accessibility of education, the safety of students and the effective functioning of the network of educational institutions of the Zinkivska territorial community. The implementation of this project will contribute to improving the quality of educational services, the development of a supporting institution and the creation of equal opportunities for all children in the community.
