Implementation of cooperative surveillance tools to restore and ensure air navigation services in the airspace of Ukraine

Description of the purpose of the project and ways to achieve it

To restore air navigation services in the airspace of Ukraine, it is necessary to ensure appropriate coverage of the airspace with surveillance facilities. The surveillance system is a component of the air navigation infrastructure that provides determination of the location of aircraft, their identification, movement dynamics, etc. Such systems can be cooperative and non-cooperative. In accordance with the current regulatory requirements of Ukraine, cooperative surveillance facilities must provide duplicate coverage. Single coverage can be provided by traditional cooperative surveillance facilities (SSR, SSR mode S). In order to provide duplicate coverage, the ADS-B/WAM system can be used, which requires less capital investment than traditional cooperative surveillance facilities, is less energy-intensive, is a highly reliable and promising technology.

Problems and solutions resulting from project implementation

Part of Ukrealorukh's surveillance equipment was hit by missile attacks and damaged or completely destroyed. At the same time, most of the surveillance equipment was installed several decades ago and is therefore morally and physically obsolete. The plans for the development of the surveillance infrastructure provided for their replacement or modernization. The Russian Federation's military aggression against Ukraine did not allow these plans to be implemented. The acquisition and installation of the specified system will allow to provide appropriate coverage in accordance with operational requirements, and thereby ensure the safety of flights in the airspace of Ukraine.
