General information

Description of the project

The project involves the installation of solar power plants with batteries at the facilities of the "High-Speed Tram" KP in order to increase the energy sustainability and reliability of the functioning of urban electric transport as a component of the critical infrastructure of the community. The electrical energy produced by the solar power plants will be used to cover the own technological and economic needs of traction substations (powering auxiliary equipment, control systems, automation, lighting, etc.). The implementation of the project will allow reducing dependence on external power supply; reducing the risks of disruption of the operation of the electric transport infrastructure in conditions of emergency shutdowns and electricity shortages; reducing electricity consumption from the network and the costs of paying for it; increase the overall energy autonomy and sustainability of the urban electric transport system.

The project meets the priorities of state and local policies in the field of energy security, development of renewable energy sources, decarbonization and ensuring the uninterrupted operation of critical infrastructure facilities in the interests of community residents.

Description of the purpose of the project and ways to achieve it

The project's goal is to increase the energy sustainability and reliability of the operation of traction substations of the Rapid Tramway Enterprise as objects of critical transport infrastructure of the community by introducing decentralized sources of renewable electricity. In modern conditions, traction substations, in addition to the main function of ensuring the movement of electric transport, perform a significant amount of auxiliary technological functions (power supply of auxiliary equipment and engineering systems). Power supply interruptions or voltage instability for these systems create risks of failures in the operation of the entire electric transport complex of the city. The project is aimed at minimizing such risks. The project's goal is to be achieved by: • installation of solar power plants on the territory and/or structural elements of traction substation buildings with connection to the internal power grids of the substations; • use of the generated electricity to cover the own technological and economic needs of traction substations; • reducing the load on external power grids during peak periods and increasing the stability of the operation of auxiliary substation systems. The implementation of the project will ensure increased autonomy of traction substations in terms of their own needs, reducing the impact of emergency and planned power outages on the operation of urban electric transport, and forming a sustainable, economically and environmentally sound approach to energy supply to municipal enterprises. Thus, the project is directly aimed at ensuring the continuity of transport services to the population, increasing the energy security of the community, and implementing state policy in the field of renewable energy development and critical infrastructure protection.

Problems and solutions resulting from project implementation

The operation of traction substations of the Rapid Tramway Enterprise in the current conditions is characterized by complete dependence on centralized power supply, including for ensuring its own technological and economic needs. In the event of emergency or planned power outages, there are risks of disruption of the operation of auxiliary equipment and engineering systems. Such failures create potential threats to the stability of the operation of urban electric transport and the continuity of the provision of transport services to the population, which is critically important for the life of the community. In the absence of its own generation, traction substations remain vulnerable to fluctuations in the operation of the power system and do not have tools to increase its own energy autonomy. The implementation of the project to install solar power plants with batteries at traction substations will allow to systematically solve the above problems by ensuring partial autonomous power supply of the substations' own needs through renewable generation. The generated electricity will be used to power auxiliary equipment and engineering systems, which will increase the stability of their operation in cases of unstable or limited external power supply. This, in turn, will reduce the risks of failures in the functioning of the tram infrastructure and increase the overall reliability of urban electric transport. As a result of the project, it is expected to reduce electricity consumption from centralized networks, reduce budget costs for its payment, increase the readiness of transport infrastructure to operate in emergency situations, as well as contribute to achieving the goals of state and local policies in the field of energy security, the development of renewable energy and decarbonization. The project creates the prerequisites for the formation of a more sustainable and economically sound model of energy supply for municipal electric transport in the interests of community residents.
