General information

Description of the project

The project envisages the reconstruction of the public highway of state importance N-03 Zhytomyr - Chernivtsi on the section km 52+250 - km 58+000. After the reconstruction, the road will have the following characteristics:

  • road category - II;
  • carriageway width - 7.50 m;
  • shoulder width - 2x3.75;
  • estimated speed outside settlements  - 90 km/h.

Also, a separate project is planned to complete the construction of a new artificial structure in the form of an overpass over the railway on the public highway of state importance N-03 Zhytomyr - Chernivtsi at km 57+058 with the following characteristics:

  • Length – 66.886 m
  • Dimensions – G-9.5+2x0.75 m
  • Scheme: 6+15+24+15+6

The implementation of this project will improve local and regional transport connections, create conditions for improving the operational performance of vehicles, as a result, the operational qualities of the road, speed and comfort of travel will improve, the capacity of the road will increase, the cost of transportation and time spent on the road will decrease, and road safety levels will increase.

The purpose of the project

Main goal:

Improving the condition of infrastructure

Secondary goal:

Increasing compliance with modern standards

Description of the purpose of the project and ways to achieve it

The main goal is to bring the road surface and geometric parameters of the road up to modern standards, which ensures an increase in throughput capacity, improvement of the environmental situation and creation of comfortable conditions for high-speed and uninterrupted movement of freight and passenger transport, as well as the creation of a safe and uninterrupted connection point between road and rail transport. The goal is achieved by completing the reconstruction of the road section and the final completion of the construction of an artificial structure, the arrangement of approaches and road infrastructure.

Problems and solutions resulting from project implementation

Problem: The suspension of the reconstruction of the section km 52+250 - km 58+000 of the H-03 highway and the construction of the overpass at km 57+058 has caused the degradation of the transport network, since the redirection of the intensive transit flow to local roads leads to their rapid destruction due to the mismatch of the bearing capacity of the pavement with the weight of heavy vehicles. This situation creates a logistical collapse with a significant increase in transportation time, provokes social tension in communities due to noise, vibrations and a threat to pedestrian safety in settlements, and also turns the unfinished facility into a source of technogenic risks, where previously invested public funds actually lose their effectiveness. Solution: Completion of previously started repair and construction works on the section of the public highway of state importance N-03 will allow connecting the Chudnivska and Lyubar communities with the national road, improving traffic safety, reducing travel time, ensuring high-quality logistics with the Khmelnytskyi region and the comfort of drivers and residents of the communities.

    Commercial Justification

    Supplier and contractor market assessment

    Is the project likely to attract a sufficient number of bidders to ensure real competition that will encourage bidders to think innovatively and maximize the quality of their proposals?
    Yes

    [Response was provided in the Preliminary Investment Feasibility Study]

    Is the project of interest to small and medium-sized enterprises?
    Yes

    [Response was provided in the Preliminary Investment Feasibility Study]

    Will the project involve national or international suppliers and contractors?

    No

    [Response was provided in the Preliminary Investment Feasibility Study]

    What procurement strategy was chosen for the project implementation, and what justifies its feasibility in the context of the market and project objectives?

    [Response was provided in the Investment Feasibility Study]

    What approaches are planned to be used to ensure transparency, competition, and efficiency in the procurement process?

    [Response was provided in the Investment Feasibility Study]

    What types of procurement procedures are envisaged by the project (open tender, negotiated procedure, competitive dialogue, etc.)?
    Open competitive bidding

    [Response was provided in the Investment Feasibility Study]

    Pre-market engagement

    [Response was provided in the Investment Feasibility Study]

    Potential market participants

    [Response was provided in the Investment Feasibility Study]

    Market readiness assessment
