General information

Description of the project

      Sambir MSW landfill is the only authorized landfill in the Sambir district and the city of Sambor (covers the acceptance of MSW from more than 100 thousand people). The design solution of the landfill is intended for the storage and disinfection of resource-depreciated solid household waste after sorting and selection of secondary raw materials from residential and public buildings, institutions, trade and catering enterprises, as well as industrial waste similar in composition to MSW.

    The project measures provide for the reconstruction of the solid household waste landfill in the city of Sambor, Lviv region, taking into account modern environmental and sanitary requirements. To ensure the regulatory state of the environment and environmental safety, the project envisages developing 2 solid waste storage maps with the installation of protective dams, constructing a waste sorting complex, a leachate disinfection station, water supply ditches, control ponds, a drainage system for leachate removal, a weighing station, structures for protection against spontaneous combustion of waste and atmospheric pollution, a sewage system, an administrative and household complex, access roads, external networks and structures, and other types of work.  

The goal of the project is to ensure safe waste management, reduce the risks of soil, surface and groundwater contamination, as well as reduce the negative impact on the environment and public health.

The reconstruction of the solid waste landfill in Sambir is of strategic importance for the development of the entire territorial community (included in the Action Plan Development Strategy of the Sambir Territorial Community for the period until 2027). The project will provide appropriate infrastructure for the collection, sorting and disposal of solid household waste, which will allow to reduce the volume of landfills, increase the level of recycling of secondary raw materials and introduce modern approaches to waste management in accordance with the principles of the circular economy. The implementation of measures will contribute to the achievement of the environmental goals of the community, defined in the local plans for sustainable energy development and climate (PDSERK), and will also comply with European directives in the field of environmental protection.

Description of the purpose of the project and ways to achieve it

The goal of the project is to create a modern, environmentally safe and effective facility for solid waste management by reconstructing the MSW landfill in the city of Sambor. The project is aimed at eliminating environmental risks associated with soil, surface and groundwater contamination, as well as increasing the level of sanitary safety of the population and bringing the landfill activities into line with the requirements of the environmental legislation of Ukraine and European Union directives. The goal is to be achieved through the implementation of a set of engineering, technical and organizational measures, namely: * carrying out work on forming the base of the landfill with the arrangement of a waterproofing layer to prevent the filtration of contaminated wastewater into the soil; * arranging a system for collecting, diverting and cleaning the leachate, as well as a system for collecting and degassing biogas; * strengthening dams, arranging a drainage network and recultivating existing storage maps; * creation of engineering infrastructure - weighing complex, checkpoint, sanitary checkpoint, fence, power supply and lighting networks; * arrangement of access roads and internal roads for safe access of special equipment; * introduction of a system of environmental monitoring of the landfill and control of emissions into the environment. As a result of the project, the landfill will meet modern technical and environmental requirements, which will significantly reduce the negative impact on the environment, extend its service life and create conditions for the further development of a comprehensive waste management system in the Sambir territorial community.

Problems and solutions resulting from project implementation

The main problems of the existing solid waste landfill in the city of Sambor are the unsatisfactory technical condition of the infrastructure, the lack of modern environmental control and treatment systems, and the risk of environmental pollution. In particular, the landfill lacks an effective system for collecting and treating leachate, which leads to the ingress of contaminated wastewater into the soil and groundwater. An unequipped degassing system causes methane emissions and unpleasant odors, and the lack of an insulating layer and drainage increases the risk of pollution spreading. The landfill area is partially unfenced, which creates a threat of unauthorized access and uncontrolled waste disposal. The implementation of the reconstruction project will eliminate these problems by modernizing the landfill in accordance with environmental standards. In particular, the landfill base will be sealed, leachate and biogas collection and purification systems will be installed, 2 storage maps will be developed, access roads will be improved, a weighing complex, a checkpoint and a fence will be installed. As a result, the sanitary and ecological condition of the territory will improve, soil and water pollution will decrease, greenhouse gas emissions will decrease, and waste management efficiency will increase. The project will contribute to the creation of safe conditions for the population, the preservation of the natural environment and the formation of sustainable ecological development of the community.
