Description of the project
The project aims to provide better access to new urgent areas of care (psychiatric care and rehabilitation services), will contribute to improving the health of the population in the short and long term, which will enable more productive employment and increased well-being at both the individual and societal levels, providing financial protection from high out-of-pocket health care costs. Part 1 will finance activities aimed at strengthening and reconfiguring the delivery of rehabilitation and mental health services to better respond to the current crisis and create better platforms for future service delivery, including: procurement of necessary equipment and vehicles to support rehabilitation services; rehabilitation of mental health and rehabilitation facilities; training of medical staff of health facilities at inpatient and outpatient levels; technical support to the Ministry of Health and the National Health Service of Ukraine (NHSU) in defining the scope and developing standards for the provision of services at the inpatient and outpatient levels; updating procedures for verifying electronic medical records; development of concepts and plans for the modernization of mental health and rehabilitation services at the level of primary and specialized medical care. Part 2 provides for: procurement of equipment and meeting other needs of primary health care facilities, as well as repair work to restore the functioning of primary health care facilities selected in accordance with the criteria set out in the Project Operational Manual; rehabilitation and provision of equipment to up to 80 damaged primary health care facilities requiring significant repairs, as well as procurement and installation of solar panels in at least 100 primary health care facilities selected in accordance with the criteria set out in the Project Operational Manual; creation, training and deployment of mobile teams to provide essential health services in areas most affected by the current emergency, as well as in remote areas; development of a medium-term plan for the restoration and reconstruction of the primary health care network in Ukraine, including the development of technical specifications for a new expanded model of primary health care or "PHC Plus". Part 3 includes, in particular: development of sectoral planning of the hospital network, technical specifications and project documentation to support the selection of hospitals to be renovated and the implementation of renovation works; rehabilitation of individual hospitals using technical specifications prepared in accordance with Part 3 (a), which may include, inter alia, improving energy efficiency and ensuring access to alternative energy sources, construction of new buildings as part of existing facilities that do not require the acquisition of new land; strengthening pre-hospital emergency services, in particular through the purchase of vehicles and relevant equipment and the implementation of construction works for emergency medical care centers.
The activities of Part 4 of the project will be aimed at: Development of e-health and digital innovations, in particular the implementation of digitalization projects that will improve the efficiency, transparency and control of service provision and make healthcare services more user-friendly. Establishment of standardization quality of services and technical assistance to develop the capacity of key health institutions. Provide support to the Ministry of Health of Ukraine for the implementation and management of the project. Indicate the type of problem that the project solves and briefly describe it. Justify the existence of the problem (need) and the need to solve it (for example, increasing demand or reducing capacity under sustainable demand). The project is aimed at solving the following problems in the field of health care: critical load on the national health care system caused by significant destruction of health care facilities; destruction of civilian infrastructure affecting access to services, an increase in the number of people requiring medical services in the field of mental health and rehabilitation, as a result of the invasion; an increase in the number of health care facilities damaged as a result of the war; failure of the population of Ukraine to receive quality health services; insufficient level of integration of digital healthcare systems, insufficient level of cybersecurity of health-related patient data, need for new healthcare system modules on disability and rehabilitation; increasing number of palliative patients.
