General information

Description of the project

The population of the Chornomorska settlement territorial community is 8,711 people, who live in the village of Chornomorska - 7,685 people   and the village of Zmienkove - 893 people.  Actually, 10,000 people live there. The area of the Chornomorska settlement territorial community is  4,318.40 hectares.  The community is located on the Black Sea coast, 15 km from Odessa and at a convenient transport junction  Odesa - Southern highway M-28.    The majority of the community's residents are combatants, persons with disabilities as a result of the war, family members of a deceased (deceased) Defender of Ukraine, war veterans and members of their families, military personnel who are discharged from the reserve, are serving in military service and are participating in the defense of our country. Due to the large-scale military invasion of the Russian Federation into Ukraine, the number of veterans and their family members is significantly greater, so the Chornomorska settlement community must be ready to provide them with quality and full medical services. The main directions of the state veterans' policy include providing modern and effective tools to war veterans, members of their families, Defenders of Ukraine for successful rehabilitation and self-realization after returning to peaceful life. Social and medical services are used free of charge by all community residents, military personnel and their family members, these institutions are financed from the local community budget. The relevance of the project lies in the fact that due to the decentralization process, the issue of improving the accessibility and quality of medical services, including the creation of favorable conditions for meeting the needs of persons with disabilities and other low-mobility population groups, has arisen in the Chornomorska settlement TG. Currently, there are no premises on the territory of the Chornomorska settlement TG that could be used to accommodate a new modern outpatient clinic, and the premises of the existing outpatient clinic do not meet modern standards and requirements. An important safety factor is the designed dual-purpose room with the properties of an anti-radiation shelter, designed to shelter 50 people who are simultaneously in the outpatient clinic, including staff and visitors.

Problems and solutions resulting from project implementation

The existing outpatient clinic building is too small in area, the level of accessibility is insufficient, there is a lack of premises for organizing the workplaces of family doctors. A new outpatient clinic is needed to improve access and quality of medical services. The need for organizational changes in the healthcare sector is due to the need to adapt government bodies and healthcare institutions to external and internal challenges, as well as the need to change the ways and methods of performing their activities aimed at meeting changing social needs. As a result of the rapid development of new technologies, changes are occurring at all levels of the healthcare system and directly affect the organization of healthcare services and medical support.
