Description of the project
The project is aimed at creating equal, proper and safe conditions for obtaining education, organizing a safe educational environment for participants in the educational process in secondary education institutions in Kharkiv. The new construction of a civil defense protective structure in a secondary education institution is carried out taking into account the requirements of legislation on fire safety, requirements for the required number of evacuation exits, the availability of water supply, drainage, ventilation, heating, lighting, the Internet, means of providing primary medical care, accessibility for low-mobility groups of the population, in particular people with disabilities. A civil defense protective structure is a separately located, submerged civil defense structure designed to protect children and service personnel of the lyceum in peacetime from the consequences of accidents, catastrophes and natural disasters that threaten mass casualties, as well as in wartime from modern weapons of mass destruction. In peacetime, the structure can be used for economic needs. The dual-purpose civil defense protective structure is designed to create appropriate conditions for the stay of people subject to shelter for a certain period of time (up to 48 hours) and to provide an appropriate degree of their protection from the predicted effects of dangerous factors that may arise as a component of dangerous phenomena of an emergency situation, military (combat) operations and terrorist acts. The building will have a rectangular configuration in plan, will consist of one underground floor. The anti-radiation shelter structure has one fire compartment. Two dispersed entrances are designed to the PRU structure. The fire compartment is designed with main and auxiliary rooms: rooms for storing contaminated street clothing, shelter rooms, technical rooms, a cafeteria, bathrooms, a universal sanitary and hygienic room, and rooms for storing drinking and technical water. The design solutions take into account the requirements for compliance with standards for creating an unobstructed living environment for people with disabilities and other low-mobility groups: an inclined lifting platform will be installed near the civil defense protective structure for accessibility for low-mobility groups. When installing thresholds in doorways (entrance protective, hermetic or protective-hermetic doors, etc.), the doors are equipped with portable ramps made of perforated-exhaust steel sheet.
