Description of the project

The operation of the laboratory of craft production and innovations  will allow integrating practical training with real business projects through the development of proprietary production technologies, the development of unique recipes based on local raw materials. The implementation of the project will provide the region with personnel capable of creating innovative products according to international quality standards, because these aspects are strategic sectors for the development of the Volyn region. The creation of the laboratory is aimed at training specialists capable of ensuring the full technological cycle of production of food products with high added value based on agricultural raw materials.

Description of the purpose of the project and ways to achieve it

The main goal: to create the R&D center "Laboratory of Craft Production and Innovations" to improve the quality of training of food industry specialists and modernize the material and technical base in accordance with modern labor market standards. Additional goals: modernization of the educational space; training of qualified specialists in craft production and food technologies; implementation of dual education; development of partnerships with local producers; expanding access to education for IDPs, veterans and people with disabilities; support for craft startups and veteran businesses; processing local raw materials into products with high added value. Methods of achievement: equipping the laboratory with specialized technological equipment, in particular through partnerships with craft producers in the region (joint financing and transfer of equipment in exchange for training); implementation of dual education in partnership with enterprises of the Volyn region; support for graduates' entrepreneurial initiatives through the "Own Business" program; involvement of crowdfunding platforms for individual laboratory projects; ensuring self-financing through the sale of its own products, the provision of business services (recipe testing, technological consulting) and the organization of paid courses and master classes for the population and tourists. Justification of the gap: 74% of Ukrainian enterprises need food industry specialists (EBA Labour Market Trends 2026), but the existing material and technical base does not provide the proper level of practical training. The creation of the NPC will eliminate this structural imbalance and ensure social integration of different categories of applicants.

Problems and solutions resulting from project implementation

The key problem is a specialized educational and practical base for training specialists in the field of craft industries and food technologies. The existing training premises are not equipped with specialized technological equipment, are not adapted to recreate the conditions of a real production environment. The urgency of the problem is due to the growing demand for specialists in the craft industry, the development of local entrepreneurship in wartime and post-war recovery, as well as ensuring rapid professional retraining of IDPs and veterans. If these problems are not resolved, the regions lose the human resources potential of the industry, and applicants receive education without due risk of a practical component, which reduces their competitiveness in the labor market. The implementation of the project will provide modern practical training, create conditions for the development of entrepreneurial initiatives, support the social integration of different categories of the population and contribute to the development of the craft economy of the Volyn region.

Згідно з офіційною статистикою Державної служби зайнятості (edata.dcz.gov.ua), станом на січень 2026 року в країні та Волинській області спостерігається гостра потреба у технологах, здатних працювати як на автоматизованих лініях великих підприємств, так і в секторі малого бізнесу. Висока затребуваність професії підтверджується стабільно значною кількістю вакансій на ринку праці, що зумовлює дефіцит фахівців сфери харчових технологій та робить їх одними з найбільш затребуваних спеціалістів у регіоні. Створення НПЦ дозволить підготувати фахівців для випуску продукції з високою доданою вартістю та підтримає державну політику самозайнятості через програму «Власна справа». Це сприятиме розвитку локальних брендів і крафтових виробництв, що є критично важливим для зміцнення економіки громад та стимулювання вітчизняного виробництва.
