DREAM ecosystem was presented to communities of the Mykolaiv region

On March 20, the teams of the Ministry for Communities, Territories and Infrastructure Development of Ukraine and the DREAM Project Office visited Mykolaiv to present digital tools developed by the Ministry for Restoration to the region's communities and learn more about the functionality of digital restoration ecosystem for accountable management.

The event was the third in a series of regional presentations on the DREAM ecosystem. Its goal was to highlight the ecosystem's benefits for implementing restoration and modernization projects in the regions, including cooperation with international donors and partners.

More than 40 representatives of the region's communities and the regional military administration joined the conversation about the system's functionality for project initiators. They discussed DREAM regulations, benefits, and opportunities for implementing the ecosystem.

Currently, 16 communities of the Mykolaiv region already have their DREAM profiles. According to the public analytics module https://bi.dream.gov.ua/, 87 projects initiated in the Mykolaiv region have been registered in DREAM. The total budget of the region's projects registered in DREAM is UAH 6.17 billion, with confirmed funding of UAH 2.02 billion.

The Ministry is taking a comprehensive approach to community recovery, including implementing several effective digital solutions that ensure an efficient, accountable, and transparent process of reconstruction and modernization. These include the Register of Damaged and Destroyed Property, the Geographic Information System for Regional Development, and the SESCS, among others. The uniqueness of the DREAM ecosystem is that it integrates this entire chain of digital tools and creates a single route for the implementation of a restoration project.

- DREAM simplifies project initiation and builds trust in our country internationally, - said Anatoliy Komirnyi, Deputy Minister for Communities, Territories, and Infrastructure Development of Ukraine for Digital Development, Digital Transformation, and Digitalization.

Valentyn Haidarzhy, Deputy Head of the Mykolaiv Regional Administration for Restoration, noted that DREAM would facilitate the process of implementing recovery and modernization projects for the region's communities, as the Mykolaiv region has suffered significantly from russia's armed aggression. One hundred ten settlements have been under enemy occupation for some time, and three more are still occupied.

- I would like to thank the communities for their assistance in attracting volunteers and international support for the most effective recovery process. I am confident that implementing the DREAM ecosystem will open up new opportunities for us in the region's restoration,- he said.

815 governing bodies (communities, regional administrations, and central executive authorities) already use DREAM. According to Viktor Nestulia, Head of the DREAM Project Office, Open Contracting Partnership, DREAM will become a bank of public investment projects that meet the priorities of national and regional development. The ecosystem allows communities to build their investment portfolio and attract funding for restoration and development projects.

- The overall structure of the DREAM ecosystem and its principles and tools ensure accountability and transparency of the restoration and modernization process. At the same time, we are building an ecosystem that will be convenient for all participants in Ukraine's restoration. Project initiators already working in DREAM receive ongoing technical support from the Project Office and cooperate with support teams in the regions. At the same time, we are working to create a single window for working with restoration projects - both for project initiators and international partners, - added Viktor Nestulia.

Andriy Kolotiy, Head of Legal, the DREAM Project Office, discussed the ecosystem's regulatory framework and emphasized that the Ministry for Restoration, representatives of the deputy corps, and the expert community are already working on a draft law on the basic principles of restoration, which contains a separate block on the mandatory use of DREAM.

In his turn, Denys Ivanov, Head of implementation, presented to the event participants the key functionality of the DREAM ecosystem, which ensures a transparent restoration process, and emphasized the benefits of the ecosystem for project initiators. He underlined the importance of joining the system now. He assured that the implementation team and the DREAM Academy are ready to provide timely support to communities in introducing projects to the ecosystem.

- One of our priorities is to train and support project initiators. We offer a variety of information materials and technical solutions. We have 830 chats with community representatives. You can get answers to the most common questions about the ecosystem's work through a chatbot, - Denys Ivanov added.

During the event, the most active users of the DREAM ecosystem in the Mykolaiv region were awarded. They were representatives of the Department of Urban Planning and Architecture of Mykolaiv Regional State Administration, Bashtanka, Snihurivka, and Ochakiv city councils, and the territorial community of Voznesensk.

The Ministry for Restoration, the Agency for Restoration, and the DREAM Project Office initiated the presentation of the DREAM ecosystem in the Mykolaiv region, with the support of the Open Contracting Partnership, UK International Development, the German development agency Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), and the Mykolaiv Regional Military Administration.
