Ukraine's Cabinet Approves Unified Digital Ecosystem for Public Investment Management: DREAM at Its Core

Ukraine's Cabinet of Ministers has approved the Concept for Building a Unified Digital Ecosystem for Public Investment Management, along with an implementation plan for 2026-2028. Developed by the Ministry of Finance of Ukraine, the document establishes a systematic approach to digitising the full investment cycle - from project planning and selection through implementation, monitoring, and results evaluation.

DREAM is a core component of the new ecosystem - a government system covering the complete public investment management cycle: project planning, preparation and appraisal, prioritisation and portfolio formation, implementation monitoring, completion evaluation, and impact assessment. Through integration with other government systems - AIS "HRK-WEB", LOGICA, State Treasury information systems, and the electronic procurement system - DREAM enables end-to-end investment cycle management with no data gaps or duplication of functions.

The Concept defines five key objectives that shape the architecture of the future ecosystem:

  • Interoperability - ensuring technical compatibility across government information systems involved in public investment management
  • Unified data standards - introducing common approaches to data exchange and identification of investment projects and programmes
  • Data quality and verification - improving the reliability of information used for project appraisal, prioritisation, and selection
  • Transparency and accountability - strengthening oversight of public funds utilisation
  • Digital support at every level - covering all stages of public investment management at both national and local government levels

The Concept forms part of the Public Investment Management Reform for 2024-2028, aligns with EU standards, and reflects international best practices in public financial management. Its approval is also one of the policy conditions for Ukraine to receive the second tranche of macro-financial assistance from the European Union.

The Ministry of Finance of Ukraine will coordinate implementation and monitor progress against the plan.
