The procedure for applying for the use of the Fund for the Liquidation has been simplified

At the initiative of the Ministry for Communities, Territories and Infrastructure Development of Ukraine, the government adopted a resolution amending the Procedure for the Use of the Fund for the Liquidation of the Consequences of Armed Aggression. From now on, communities can submit regional recovery projects directly to the relevant ministries through the DREAM system. The procedure for allocating funds from the Fund to overcome the consequences of emergencies and finance other important projects has also been simplified.


"The priority is to rebuild housing, and social facilities and protect critical infrastructure. Financing of transitional projects at the expense of the Fund for the Liquidation, the list of which was approved by the government in 2023, will continue in the new budget year, provided that the earmarked funds are used in a timely manner," said Oleksandr Kubrakov, Deputy Prime Minister for Restoration of Ukraine - Minister for Communities, Territories and Infrastructure Development of Ukraine.

All projects of the Fund for the Liquidation are included in the DREAM system, allowing for public control over project implementation.  

In 2023, the total amount of funds allocated by the fund amounted to UAH 61.8 billion. UAH 25.1 billion was allocated to 418 local and regional recovery projects and activities. Among them, the vast majority of projects are aimed at restoring social infrastructure and arranging shelters. Full transparency and access to data on recovery projects allow us to assess the progress of their implementation. And most importantly, communities can submit projects to DREAM themselves, taking into account their own needs and development strategies.

Thanks to the Fund for the Liquidation, the eVidnovlennia program was also successfully launched, under which Ukrainians whose homes were damaged by the war received almost UAH 3 billion in compensation. After the Russians blew up the Kakhovka hydroelectric power plant dam, the construction of a main water supply system was launched, for which UAH 8.5 billion was allocated from the Fund for the  Liquidation under a separate procedure. Protective structures and numerous important infrastructure facilities were also built or restored.
