EIB funds under the Ukraine Recovery Program will be distributed using DREAM

Under the financial agreement between Ukraine and the European Investment Bank (EIB), the "Ukraine Recovery Program III" provides for attracting €150 million to finance recovery and development projects in communities. 

These funds will be allocated to communities as subventions from the state budget to local budgets. 

The selection of projects will be carried out using the DREAM system. 

According to Deputy Minister for Development of Communities and Territories of Ukraine Oleksii Riabikin, there is currently a demand from society and international partners for transparent and accountable recovery. The DREAM system is an effective digital tool that allows monitoring every stage of project implementation. 

"First and foremost, we must support frontline communities. The focus of the third phase of the Ukraine Recovery Program will be precisely on these territories. At the same time, other regions will also remain within our attention. It is necessary to support growing economic activity, and we will do so with the help of our instruments," said Oleksii Riabikin. 

Project selection will be carried out in the following areas:

  • reconstruction and construction of housing for internally displaced persons (IDPs), which will be in the communal ownership of communities (Rivne, Zhytomyr, Vinnytsia, Kirovohrad regions);
  • development of public utilities, namely: creation of heating, water supply, sewage systems, and distributed generation networks;
  • construction of healthcare facilities, including rehabilitation centers, cluster hospitals, etc.;
  • shelters for educational and healthcare institutions, as well as for current projects of the European Investment Bank (EIB);
  • completion of highly ready construction projects, in particular in the field of secondary and preschool education;
  • creation of an accessible environment for all residents of communities within the flagship project of the Ministry for Development "Movement Without Barriers"; safety centers;
  • kitchen factories for school catering.

Head of the DREAM Project Office Viktor Nestulia emphasized that DREAM, as a public investment management system, fully covers the entire cycle from planning and initiating a project to its preparation, appraisal, formation of sectoral and national project pipelines, allocation of funding, and implementation. 

The Ministry has decided to conduct the selection of such projects through the system. This means that all requirements will be structured in a single format, understandable to everyone. 

"We are once again glad to help the Ministry for Development, the European Investment Bank, and every community and region to create the opportunity to submit their project, receive funding, and implement it transparently and accountably. One of the tasks of the DREAM platform is to create a unified project portfolio for each community, region, and state. Anyone can enter the DREAM platform and, in real-time, see submitted applications, their priority, funding decisions, which projects received funds, and which did not. This is a fundamentally new level of transparency," said Viktor Nestulia. 

Conditions for participation in the selection:

  • the object must be fully in communal ownership.
  • mandatory co-financing from local budget funds of at least 23%.
  • availability of up-to-date project and cost estimate documentation (with exceptions for certain types of projects).
  • project implementation deadlines – 18 months.
  • the community is obliged to ensure the further maintenance of the facility for at least 20 years from the date of project completion.

Projects participating in the selection must align with the State and local strategies for regional development, taking into account the interests of key community stakeholders, particularly vulnerable population groups, NGOs, medical, educational, and social services. 

Proposals must be submitted by 18:00, September 30, 2025 (inclusive). 

Reporting on project implementation stages will be carried out through the DREAM ecosystem by the 20th of each month.
