The state is creating mechanisms for the even distribution of resources and their allocation in accordance with the identified needs and priorities of communities and regions.&nbsp; "Today, 19% of Ukraine's territory is occupied. Hundreds of thousands of facilities have been damaged or destroyed because of the war, and millions of people have been forced to leave their homes. The most challenging situation is in the communities located near the front line. That is why the Government has decided to provide systemic financial support to frontline communities.&nbsp; The funds will be used to buy shelters and special equipment and restore critical infrastructure - everything that will help save lives.&nbsp; Large-scale recovery requires long-term planning and practical cooperation tools. The state is creating new mechanisms to strengthen community cohesion, interaction between countries, and trust at all levels," said Oleksiy Kuleba.&nbsp; Viktor Nestulia, Head of the DREAM Project Office, took part in the panel discussion "Reforms for a Better Future," during which the Forum participants were presented with the public investment management reform driven by the Ministry of Finance, the Ministry of Economy, and the Ministry of Development. In particular, they discussed a new approach to distributing public funds at the national, regional, and local levels and ensuring transparency and accountability regarding their use. According to Mathieu Mori, Secretary General of the Congress of Local and Regional Authorities of the Council of Europe. Stefan Schlöning, Head of Cooperation at the Delegation of the European Union to Ukraine, noted significant progress in implementing the reform, especially about transparent and accountable budgeting. He also noted that the reform was developed in line with European principles and approaches to public investment.&nbsp; Victor Nestulia summarized the discussion by noting that the DREAM Project Office, together with the ministries responsible for implementing the reform, is currently developing tools that will allow communities to better prepare for future changes.&nbsp; Throughout the event, the Forum participants had the opportunity to talk to representatives of the DREAM project office and ask questions directly about the changes that are expected to be made to the system in the context of implementing the public investment management reform. Кошти будуть спрямовані на укриття, спецтехніку, звʼязок, відновлення критичної інфраструктури - все те, що допоможе зберегти життя. Для масштабного відновлення потрібне довгострокове планування та ефективні інструменти співпраці. Держава створює нові механізми для посилення згуртованості громад, взаємодії між країнами та довіри на всіх рівнях”, - сказав Олексій Кулеба.&nbsp; Керівник проєктного офісу DREAM Віктор Нестуля взяв участь у панельній дискусії “Реформи заради кращого майбутнього”, під час якої учасникам Форуму було представлено реформу управління публічними інвестиціями, драйверами якої є Міністерство фінансів, Міністерство економіки та Міністерство розвитку. Зокрема йшлося про новий підхід до розподілу публічних коштів на державному, регіональному та місцевому рівнях, а також забезпечення прозорості та підзвітності їх використання. За словами генерального секретаря Конгресу місцевих та регіональних влад Ради Європи Матьє Морі, важливо, щоб повоєнне відновлення відбувалося з урахуванням потреб громадян. Керівник відділу співробітництва Представництва Європейського Союзу в Україні Штефан Шльонінг відзначив значний прогрес в реалізації реформи, особливо що стосується прозорого і підзвітного бюджетування. А також зауважив, що реформа розроблена з урахуванням європейських принципів і підходів до публічного інвестування. Підсумовуючи обговорення, Віктор Нестуля зазначив що наразі Проєктний офіс DREAM у тісній співпраці з міністерствами, відповідальними за впровадження реформи напрацьовують інструменти, які дозволять громадам краще підготуватися до майбутніх змін. Протягом усього заходу учасники Форуму мали можливість поспілкуватися з представниками проєктного офісу DREAM та безпосередньо поставити питання щодо змін, які очікують на користувачів системи в контексті впровадження реформи управління публічними інвестиціями. International Cohesion Forum: How reforms help to overcome the challenges of war

The expert working group under the Ministry for Communities, Territories and Infrastructure Development of Ukraine has completed the selection of projects for the third phase of the European Investment Bank's Ukraine Recovery Program III. Projects were submitted and selected through the DREAM ecosystem. This made it possible to automatically select, prioritize, and allocate funds based on specific criteria and conditions. It also ensured transparency and clarity for all participants in the process. As a result, 131 projects were selected with a total funding of UAH 4.5 billion. The projects were categorized by sector as follows:<ul><li>Energy facilities – UAH 1.1 billion for 37 projects</li><li>Modernization of water supply and sewage facilities – UAH 2.0 billion for 68 projects</li><li>Reconstruction of healthcare facilities – UAH 1.1 billion for 21 projects</li><li>Construction of social housing – UAH 0.3 billion for 5 projects</li></ul> The total implementation period for the approved projects is 18 months. The approved projects must be implemented within a specific timeframe so that people feel tangible results as soon as possible. These projects align with national policies and regional strategies. This proves that communities are eager for development and ready for systematic work on upgrading their infrastructure.” Oleksii Riabykin, Deputy Minister for Communities and Territories Development, noted that nearly 4 million Ukrainians across 110 communities will benefit from the program’s implementation. This includes an additional 81 megawatts of electricity and at least 189 apartments for internally displaced persons. “We introduced a completely new approach to project selection. Each applying community had the chance to engage with the expert group and justify the motivation and significance of their projects. He noted that DREAM is already an integral part of public investment management in Ukraine, supporting the full project lifecycle—from application to implementation. “Together with the Ministry and the EIB, we used DREAM to collect applications, evaluate them, and allocate funds under the loan from international financial institutions. It was a crucial and successful phase. Today, anyone can access the DREAM public portal to view applications submitted under the Ukraine Recovery Program III. Users can easily explore project components, beneficiary data, estimates, documents, procurement status, and more. This greatly enhances transparency, accountability, trust, and overall program efficiency.” As a reminder, funding under the Ukraine Recovery Program III, signed between Ukraine and the European Investment Bank, will be transferred as a subvention from the state budget to local budgets. In January 2025, the call for applications was announced. Communities submitted projects aimed at modernizing distributed generation facilities, municipal housing, water supply and sanitation, and healthcare. Selection and funding allocation were conducted through the DREAM ecosystem.

EUR 100 Million for 110 Communities: Results of Project Selection Under the Ukraine Recovery Program III Announced 

The Cabinet of Ministers of Ukraine has approved funding for 60 projects to equip shelters in general secondary education institutions, including:<ul><li>27 institutions in high-risk areas, totaling over UAH 1.63 billion;</li><li>33 institutions in extremely high-risk areas, totaling nearly UAH 2.19 billion.</li></ul>The risk levels are determined based on each community's security situation and proximity to active hostilities. The total amount of the subsidy exceeds UAH 3.8 billion.Projects will be implemented in educational institutions located in the Vinnytsia, Dnipropetrovsk, Donetsk, Zaporizhzhia, Kyiv, Kirovohrad, Mykolaiv, Odesa, Poltava, Rivne, Sumy, Kharkiv, and Chernihiv regions.New and modernized shelters will enhance the safety of students and teachers during the learning process and increase schools' readiness for potential threats. MoES subvention for school shelters: Funding Approved for 60 Projects 

New features have been introduced to make working with the interactive map even more efficient.&nbsp; Specifically: Sectoral Classification by the "Shelters" Parameter&nbsp; A "Shelters" button now appears in the Sectoral Classifications section of the interactive map. DREAM Map Updates: “Shelters” filter, expanded Search Parameters, and updated RDNA4 Data

The Cabinet of Ministers of Ukraine has agreed to provide additional funding for 75 projects currently underway, reaching at least 40% completion. The final deadline for completion of these projects is the end of 2025. The regions to receive support are Volyn, Dnipropetrovsk, Zhytomyr, Zakarpattia, Zaporizhia, Ivano-Frankivsk, Kyiv, Kirovohrad, Lviv, Mykolaiv, Odesa, Poltava, Rivne, Sumy, Ternopil, Kharkiv, Khmelnytskyi, Cherkasy, Chernivtsi, and Chernihiv. The total amount of the subvention in 2025 is UAH 960 million. The Government of Ukraine approved additional funding for 75 school canteen projects

In Kolomyia Ivano-Frankivsk region, canteen modernizations were carried out at two educational institutions: Kolomyiskyi Lyceum No. 5, named after Taras Shevchenko, and Branch No. 6, named after the Hero of Ukraine Taras Seniuk.&nbsp; Comprehensive premises renovations were completed, and modern energy-efficient equipment was installed. Both lyceums underwent partial remodeling, replacing worn-out elements with modern, energy-saving alternatives and upgrading their engineering systems.&nbsp; This included installing new ventilation and air conditioning systems, as well as water supply and sewerage systems. The newly acquired equipment includes refrigerators, freezers, combi-steam ovens, vegetable slicers, dishwashers, dough mixers, and more.&nbsp; Special attention was paid to improving sanitary conditions by installing modern air purification systems, disinfection equipment, and temperature controls.&nbsp; The total cost of the project at Lyceum No. 5 was UAH 8.6 million, of which UAH 6.8 million was financed by the state and UAH 1.7 million was provided by the local budget.&nbsp; At Branch No. 6 of Lyceum No. 9, UAH 10.5 million was spent, with UAH 8.4 million coming from the state budget and UAH 2.1 million contributed by the local community.&nbsp; “Project selection is carried out through the DREAM system, which involves a range of criteria including a hub school status, number of students, etc. Our project scored highly and was submitted for committee review. Part of the funds was approved from the state budget, while the local authorities provided the remainder”, - said Bohdan Stanislavskyi, Mayor of Kolomyia.&nbsp; The reconstruction of these facilities was part of the school nutrition reform initiated by Ukraine’s First Lady, Olena Zelenska.&nbsp; Overall, in 2024, 159 projects were approved with a total value of UAH 1.5 billion based on applications submitted via the DREAM ecosystem. Successful projects in DREAM: New сanteens opened in two Kolomyia Lyceums

According to the report undertaken jointly by the World Bank Group, the Government of Ukraine, the European Commission, and the United Nations, with support from other partners, Ukraine's recovery needs have reached $524 billion. These data were presented during an event attended by the Prime Minister of Ukraine, members of the Government, representatives of diplomatic missions, and international partners. The RDNA4 estimates that direct damage and losses to Ukraine's infrastructure are currently around $176 billion, an increase of $24 billion since the previous report (RDNA3). The most affected sectors are housing - 33% of the total damage, transportation - 21%, energy and mining - 12%, and trade and industry - 10%. In the energy sector, the number of damaged or destroyed assets increased by 93%, including electricity generation, transmission, and distribution infrastructure. 72% of all damages fell to the Donetsk, Kharkiv, Luhansk, Zaporizhzhia, Kherson, and Kyiv regions. According to Ukraine's Prime Minister Denys Shmyhal, considering the enormous losses, reconstruction should become a global project. Reconstruction is based on the key principle of Build Back Better, which means implementing the modern standards of safety, energy efficiency, accessibility, inclusiveness, and environmental friendliness.&nbsp; - The restoration must start now. It affects the quality of life of millions of people, the prospects for the return of Ukrainians from abroad, and the creation of growth points that will move our economy forward. The report already identifies 348 priority projects totaling $17 billion, and 127 projects worth $7 billion have partial or full funding. I am grateful to the World Bank for a thorough and high-quality assessment of Ukraine's damage and needs. According to preliminary estimates, investment can cover at least a third of the total needs. The restoration of Ukraine is about people, security, returning Ukrainians home, creating economic growth points, and community development.
