Ukraine is revising its rules and adopting global best practices to ensure transparent and effective coordination of public investments. As part of the public investment management (PIM) reform, the Government is implementing the "Ukrainian Projects" program, aimed at ensuring the country's sustainable development by establishing a unified approach to identifying priority areas for capital investment. As Prime Minister of Ukraine Denys Shmyhal emphasized, the reform envisions a combination of strategic vision, comprehensive planning, and transparent financial resource allocation. "For the first time, we have a clear list of national priorities. Now, only projects that are truly needed by the people and the country receive funding. In the context of limited resources, we are advancing development and reconstruction here and now. That's why the quality, speed, and efficiency of implementation are essential. All projects undergo a single selection pathway based on economic, security, and social relevance," said Denys Shmyhal. "Ukrainian Projects" include the construction and restoration of the country's most critical infrastructure. These projects are selected based on transparent criteria and new rules that ensure the effectiveness of every hryvnia invested while also building public and international trust.&nbsp; What is included in the "Ukrainian Projects" program?<ul><li>Restoration and protection of energy facilities (hydro, thermal, decentralized generation)</li><li>Reconstruction and construction of new water and heat supply facilities</li><li>Major repairs and development of healthcare institutions</li><li>Housing reconstruction for Ukrainian citizens</li><li>Construction of shelters and kitchen facilities in schools</li><li>New schools and kindergartens</li><li>Bridges, critical roads, and railways Infrastructure thermal modernization</li><li>Infrastructure for Internally Displaced Persons (IDPs)</li><li>Rehabilitation centers for veterans</li></ul> According to the Prime Minister, all projects follow a single selection process that includes justification from strategic, economic, commercial, financial, and managerial perspectives. Additionally, projects must meet security criteria and be socially relevant. DREAM serves as a "single window" for working with public investment projects and programs in Ukraine. All stages of the public investment management (PIM) reform are implemented using the DREAM ecosystem — from planning and development of the Medium-Term Public Investment Plan, project preparation, appraisal, formation of sectoral pipelines, and the Single Project Pipeline at the national, regional, or community level. Moreover, DREAM enables monitoring and control of project implementation, ensuring efficiency, transparency, and accountability throughout the process.

Government Program "Ukrainian Projects": A Systematic Approach to Development and Reconstruction of the Country

These tools provide information on individual projects, including financial needs, budgeting, contracting processes, and contractors, as well as data samples by sector, region, and other categories. <img>DREAM experts emphasized that well-prepared projects aligned with strategies, priorities, and needs will enable communities to apply for state funding and gain access to European structural and investment funds for their implementation. International partners expressed their readiness to continue supporting the implementation of the DREAM ecosystem as part of the public investment management reform.This tool will allow them to conduct their investment policy more effectively. Investors can be confident in the feasibility of their investments, as DREAM reflects the real priorities of the state and the specific needs of each sector. Thus, digitalization and transparency facilitate dialogue between authorities and international partners, helping to establish sustainable partnerships. Ukraine's resilience lies first and foremost in the resilience of its communities. That is why international partners are interested in sharing their experience and investing resources at the local level, in cities, regions, towns, and villages, to build strong partnerships that can swiftly restore infrastructure, adapt it to European standards, and improve the common good.

United for Peace and Security: Summit of Cities and Regions took place in Kyiv

The Government of Ukraine continues to advance the reform of public investment management (PIM). The Cabinet of Ministers has approved the Resolution "Some Issues of Public Investment Management," which sets out the procedures for implementing the reform. The procedures were developed jointly by the Ministry for Communities and Territories Development of Ukraine, the Ministry of Economy, the Ministry of Finance, and both Ukrainian and international experts. They cover:<ul><li>the preparation of public investment projects and programmes;</li><li>the formation of a Single Project Pipeline at national, regional, and local levels, as well as sectoral pipelines at each of these levels;</li><li>the appraisal of public investment projects and programmes;</li><li>the implementation of public investment projects and programmes across all levels of government.</li></ul>The PIM reform integrates strategic and medium-term budget planning, enabling the Government to allocate financial resources to priority projects in line with national development goals and the current needs of the Ukrainian people. This approach ensures greater transparency, accountability, and efficiency in the use of public funds. The new procedures establish a unified framework for managing public investment projects, supported by the Unified Information System that includes the DREAM ecosystem. The procedures draw on international best practices, including the UK Five Case Model and recommendations from the Tony Blair Institute (TBI) and the European Investment Bank’s JASPERS programme. Moreover, the procedures incorporate the "build back better" principles, accounting for social considerations, environmental impact assessments, safety, energy efficiency, inclusiveness, and gender equality. The Medium-Term Plan for Priority Public Investments, scheduled for approval in May 2025, is currently being developed.In parallel, the government team, development partners, and the DREAM Project Office are preparing training campaigns to familiarise project initiators and implementers with the reform’s logic, enhance their capacities, and equip them to work effectively with the digital tools at its core. At present, the functionality of the DREAM ecosystem – a key tool for forming the Single Project Pipeline – is being upgraded to provide a robust mechanism for implementing the PIM reform. We extend our gratitude to its partners from the European Commission, the UK Government, the World Bank, the UK’s International Programme Assistance (IPA), the Tony Blair Institute, the Open Contracting Partnership, the Green Transformation Office, and the DIXI Group for their invaluable support in developing and preparing these procedures.

Government of Ukraine has released the regulations for the preparation, appraisal, and implementation of PIPs and programs

The Cabinet of Ministers of Ukraine has approved a list of 36 general secondary education institutions that will receive funding from the state budget subvention for the construction, reconstruction, or major renovation of protective shelters.&nbsp; The total amount allocated for the implementation of these projects exceeds UAH 1.09 billion. Funding will be distributed as follows:&nbsp; 12 projects - in communities with very high or high risk levels;&nbsp; 24 projects - in communities with moderate or satisfactory risk levels&nbsp; The risk level is determined according to a methodology developed by the Ministry of Education and Science (MES), which includes five categories depending on the security situation in each community. Government of Ukraine approved funding for 36 school shelter projects

The organizers of the prestigious World Commerce &amp; Contracting 2025 Innovation &amp; Excellence Awards have recognized the implementation of the state DREAM ecosystem as a digital tool that determines the efficiency, transparency, and accountability of the restoration and development processes in Ukraine.&nbsp; It proves that the ecosystem is being developed and implemented in line with the highest international standards — thanks to the joint efforts of the Ministry for Communities, Territories and Infrastructure Development of Ukraine, the Ministry of Finance of Ukraine, the Ministry of Economy of Ukraine, the Open Contracting Partnership, the "Digitalisation for Growth, Integrity and Transparency" project (UK DIGIT), Ukrainian communities, regional administrations, non-governmental organizations, and our international partners.&nbsp; Currently, 1280 communities are working with DREAM, and over 11,500 active projects with a total budget of UAH 1.3 trillion have been added to the ecosystem.&nbsp; DREAM's integration with government services, systems, and registries, strict compliance with regulatory requirements, and unified, clear rules for implementing projects on the build-back-better principle allows not only to ensure the effective allocation of funds for restoration using DREAM but also to change approaches to public investment in Ukraine.&nbsp; Today, anyone can use the public portal dream.gov.ua or the analytics module bi.dream.gov.ua&nbsp; to observe projects by state, region, or individual community;&nbsp; learn the state's Single Project Pipeline and Ukraine's recovery priorities;&nbsp; access project documentation and contractual processes; evaluate their effectiveness; check how many people will benefit from project implementation, etc.&nbsp; The next step is to implement the public investment management reform using the Unified Information System, of which DREAM is an integral part.&nbsp;This means that every stage, from planning, appraisal, and preparation of PIPs and programs to formation of sectoral and SPPs at different levels to decisions on financing and project implementation, will be carried out using DREAM.&nbsp; This path of innovation will affect the capacity and sustainability of the state's development in line with its strategic priorities and goals.&nbsp; We are grateful for your trust and support along the way.

DREAM Ecosystem and Ukraine receive Award for Excellence in Technological Innovation for Contract Management

The most challenging situation is in the communities located near the front line. He also noted that the reform was developed in line with European principles and approaches to public investment.&nbsp; Victor Nestulia summarized the discussion by noting that the DREAM Project Office, together with the ministries responsible for implementing the reform, is currently developing tools that will allow communities to better prepare for future changes.&nbsp; Throughout the event, the Forum participants had the opportunity to talk to representatives of the DREAM project office and ask questions directly about the changes that are expected to be made to the system in the context of implementing the public investment management reform. Держава створює механізми для рівномірного розподілу ресурсів, та їх спрямування відповідно до визначених потреб та пріоритетів громад і регіонів. “Сьогодні 19% території України окуповано. Сотні тисяч об'єктів пошкоджено або знищено через війну, мільйони людей були вимушені залишити свої домівки. Найскладніша ситуація у громадах, які розташовані у безпосередній близькості до лінії фронту. Запорукою цієї стійкості є люди. Саме тому уряд ухвалив важливе рішення про надання системної фінансової підтримки прифронтовим громадам. Кошти будуть спрямовані на укриття, спецтехніку, звʼязок, відновлення критичної інфраструктури - все те, що допоможе зберегти життя. Для масштабного відновлення потрібне довгострокове планування та ефективні інструменти співпраці. Держава створює нові механізми для посилення згуртованості громад, взаємодії між країнами та довіри на всіх рівнях”, - сказав Олексій Кулеба.&nbsp; Керівник проєктного офісу DREAM Віктор Нестуля взяв участь у панельній дискусії “Реформи заради кращого майбутнього”, під час якої учасникам Форуму було представлено реформу управління публічними інвестиціями, драйверами якої є Міністерство фінансів, Міністерство економіки та Міністерство розвитку. Зокрема йшлося про новий підхід до розподілу публічних коштів на державному, регіональному та місцевому рівнях, а також забезпечення прозорості та підзвітності їх використання. За словами генерального секретаря Конгресу місцевих та регіональних влад Ради Європи Матьє Морі, важливо, щоб повоєнне відновлення відбувалося з урахуванням потреб громадян. Керівник відділу співробітництва Представництва Європейського Союзу в Україні Штефан Шльонінг відзначив значний прогрес в реалізації реформи, особливо що стосується прозорого і підзвітного бюджетування. А також зауважив, що реформа розроблена з урахуванням європейських принципів і підходів до публічного інвестування. Підсумовуючи обговорення, Віктор Нестуля зазначив що наразі Проєктний офіс DREAM у тісній співпраці з міністерствами, відповідальними за впровадження реформи напрацьовують інструменти, які дозволять громадам краще підготуватися до майбутніх змін. Протягом усього заходу учасники Форуму мали можливість поспілкуватися з представниками проєктного офісу DREAM та безпосередньо поставити питання щодо змін, які очікують на користувачів системи в контексті впровадження реформи управління публічними інвестиціями. На платформі розміщено понад 11 тисяч проєктів, загальна вартість яких становить 1 трильйон гривень. International Cohesion Forum: How reforms help to overcome the challenges of war

The expert working group under the Ministry for Communities, Territories and Infrastructure Development of Ukraine has completed the selection of projects for the third phase of the European Investment Bank's Ukraine Recovery Program III. Projects were submitted and selected through the DREAM ecosystem. This made it possible to automatically select, prioritize, and allocate funds based on specific criteria and conditions. It also ensured transparency and clarity for all participants in the process. As a result, 131 projects were selected with a total funding of UAH 4.5 billion. The projects were categorized by sector as follows:<ul><li>Energy facilities – UAH 1.1 billion for 37 projects</li><li>Modernization of water supply and sewage facilities – UAH 2.0 billion for 68 projects</li><li>Reconstruction of healthcare facilities – UAH 1.1 billion for 21 projects</li><li>Construction of social housing – UAH 0.3 billion for 5 projects</li></ul> The total implementation period for the approved projects is 18 months. The approved projects must be implemented within a specific timeframe so that people feel tangible results as soon as possible. These projects align with national policies and regional strategies. This proves that communities are eager for development and ready for systematic work on upgrading their infrastructure.” Oleksii Riabykin, Deputy Minister for Communities and Territories Development, noted that nearly 4 million Ukrainians across 110 communities will benefit from the program’s implementation. This includes an additional 81 megawatts of electricity and at least 189 apartments for internally displaced persons. “We introduced a completely new approach to project selection. Each applying community had the chance to engage with the expert group and justify the motivation and significance of their projects. He noted that DREAM is already an integral part of public investment management in Ukraine, supporting the full project lifecycle—from application to implementation. “Together with the Ministry and the EIB, we used DREAM to collect applications, evaluate them, and allocate funds under the loan from international financial institutions. It was a crucial and successful phase. Today, anyone can access the DREAM public portal to view applications submitted under the Ukraine Recovery Program III. Users can easily explore project components, beneficiary data, estimates, documents, procurement status, and more. This greatly enhances transparency, accountability, trust, and overall program efficiency.” As a reminder, funding under the Ukraine Recovery Program III, signed between Ukraine and the European Investment Bank, will be transferred as a subvention from the state budget to local budgets. In January 2025, the call for applications was announced. Communities submitted projects aimed at modernizing distributed generation facilities, municipal housing, water supply and sanitation, and healthcare. Selection and funding allocation were conducted through the DREAM ecosystem.
