The program is aimed at the implementation of projects related to the new construction, reconstruction and major repair of protective structures of civil protection and dual-purpose structures in health care institutions of communal ownership, in accordance with the Procedure for the creation and maintenance of the fund of protective structures of civil protection, exclusion of such structures from the fund and its accounting, approved by the resolution of the Cabinet of Ministers of Ukraine of March 10, 2017 No. 138 "Some issues of the use of protective structures of civil defense" (Official Gazette of Ukraine, 2017, No. 24, Article 682; 2023, No. 23, Article 1298), and the order of the Ministry of Internal Affairs of July 9, 2018 No. 579
