General information
Two years of full-scale invasion caused serious damage to the Ukrainian education system. More than 3,500 educational institutions were damaged, almost 400 of them were completely destroyed. Hundreds of thousands of children were forced to change their place of residence or went abroad. Even more students have lost access to quality face-to-face education due to regular shelling, air raids and the shift to distance learning.
Currently, the priority of the Ministry of Education and Science of Ukraine is to ensure access to full-time education for as many children as possible. The availability of shelters in schools is a key condition. In 2024, a subvention of 2.5 billion hryvnias is planned for capital repairs and construction of shelters.
In general, the government has identified 8 priority regions that will be able to receive funds for the provision of safe conditions in general secondary education institutions:
Kharkiv region - UAH 500 million;
Dnipropetrovsk region - UAH 500 million;
Zaporizhzhia region - UAH 500 million;
Mykolaiv region - UAH 200 million;
Kherson region - UAH 200 million;
Odesa region - UAH 150 million;
Sumy region - UAH 150 million;
Chernihiv region - UAH 150 million.
Also, 150 million hryvnias of the subvention will be directed to the completion of shelter construction projects started in 2023, but on the condition that such projects are already financed and completed by at least 40%.
Among the main conditions for applying for a subvention:
availability of design and estimate documentation for the construction or capital repair of a safe place;
no less than 200 children study at ZZSO;
confirmed co-financing from the local budget, the minimum amount of which corresponds to the tax capacity index of the community;
the project should be completed in the current year.
After submitting the project, the DREAM system will automatically calculate points according to the criteria. There are seven of them: safety, preparedness, co-financing, financial efficiency, sustainability, community capacity building and additional impact of the project.

Also, within the framework of the new mechanism, regional military administrations will be able to review all DREAM projects and form their own list of priority projects, based on the strategic vision of the region's development. Then submit this recommendation to the commission created by the Ministry of Education and Culture.
Already, the MES commission, in accordance with the number of points obtained in the DREAM system and the provided recommendations of OVA, selects and finalizes the list of projects that require priority funding in educational institutions.
