Three years of full-scale invasion have caused serious damage to the Ukrainian education system. Hundreds of thousands of children have been forced to change their place of residence or have gone abroad. Even more students have lost access to quality in-person education due to regular shelling, air raids, and the transition to distance learning.
The Ministry of Education and Science of Ukraine is now prioritizing access to in-person education for as many children as possible. The availability of shelters in schools is a key condition. In 2025, a subvention of 6.2 billion hryvnias is provided for the overhaul and construction of shelters.
The subvention is directed to the following educational institutions:
- military (naval, military-sports) lyceums, lyceums with enhanced military-physical training;
- with a total number of students (excluding their number in branches) of at least 200 people;
- with a total number of students less than 200, if the educational institution is one in the territorial community, in which the educational process can be carried out in a full-time form and/or with a combination of full-time and distance forms of education and transportation of students from two or more educational institutions will be provided or in whose premises the educational process will be organized for two or more educational institutions.
