General information

The Law of Ukraine No. 3905-IX of August 20, 2024 ratified the Financial Agreement between Ukraine and the European Investment Bank “Ukraine Recovery Program III”, signed on June 11, 2024 (https://zakon.rada.gov.ua/laws/show/971_002-24#Text). According to this agreement, it is planned to attract 100 million euros to finance measures aimed at implementing projects to restore social infrastructure, housing and communal services, provide municipal housing, etc. in the regions affected by the military aggression of the Russian Federation (controlled by the Government of Ukraine), as well as in those that have suffered the greatest burden due to a significant influx of internally displaced persons.
Loan funds will be directed to communities in the form of a subvention from the state budget to local budgets.
The procedure and conditions for providing a subvention are approved by a resolution of the Cabinet of Ministers of Ukraine.
