Several russian Telegram channels are spreading false information about an alleged "hack" of the DREAM electronic platform. We emphasize: the data being portrayed as “leaked” is, in fact, open data. It is publicly accessible to anyone via the DREAM system’s open API (Application Programming Interface), which is documented on the platform’s public portal. Similar manipulations were previously used regarding the Prozorro and Prozorro.Sale systems, which were also subjects of comparable false claims. Openness is one of the core principles behind DREAM. Open data is actively used by civil society organizations, journalists, analysts, and private services to enhance transparency and efficiency in managing public investments. We assure you: there has been no leak of personal data, nor any technical or infrastructural breach of the system. User data, project information, donor records, and contacts remain fully protected. In early 2025, as part of cooperation with the European Commission and the EU4PFM project, the international company EY conducted an independent IT audit of the DREAM system. The audit assessed compliance with global best practices for software, information, and infrastructure security of IT systems, as outlined in the Application Security Verification Standard (OWASP ASVS). It covered all key control areas, including data security, internal networks, infrastructure, monitoring services, and access control. &nbsp;The audit confirmed the platform's reliability and high level of compliance, particularly in safeguarding information assets. All identified potential vulnerabilities were addressed as part of this year’s system update cycle. We urge media outlets, analysts, and the public to rely only on verified sources of information and to refrain from spreading narratives that are part of information attacks by the aggressor state.

Data protection and transparency are DREAM’s priorities — no breach or data leak has occurred

The Government of Ukraine has approved a new procedure for using the funds of the State Fund of Regional Development (SFRD). This measure enables the revival of support for community projects after a three-year hiatus caused by the full-scale war. For 2025, one billion hryvnias is allocated to infrastructure restoration and development projects. These funds will be provided to communities in the form of a subvention from the state budget to local budgets. Selection will be conducted among projects entered into the DREAM system that are part of public investment projects included in the Single Project Pipeline for 2025, in accordance with <a target="_blank" rel="noopener noreferrer" href="https://zakon.rada.gov.ua/laws/show/903-2024-%D0%BF#Text">Cabinet of Ministers Resolution No. 903 of August 9, 2024.</a> Applications will be submitted through DREAM from September 1 to September 10, 2025, 6 p.m. Main eligibility criteria for community projects:<ul><li>Alignment with the priorities of the State Strategy for Regional Development for 2021–2027, regional development strategies, and community development strategies;</li><li>State or municipal ownership of the asset;</li><li>The project implementation plan must not exceed 18 months;</li><li>Availability of up-to-date project documentation developed in compliance with current DBN (State Building Norms), DSTU (Ukrainian National Standards), and guidelines (incorporating energy efficiency, inclusion, etc.);</li><li>Co-financing from local budgets – at least 10%;</li><li>Capacity of authorities to ensure subsequent maintenance of assets at the expense of local budgets and other legally permissible sources;</li><li>Assets must remain in the state or municipal ownership of the respective territorial communities and be used for their intended purpose for at least 20 years from the project completion date.</li></ul>“We are pleased to return to the operation of the State Regional Development Fund. Over 400 representatives from Donetsk, Luhansk, Poltava, and Kharkiv regions took part in the discussion of the Public Investment Management (PIM) reform being implemented by the Government of Ukraine. In June and July, presentations were held in Vinnytsia, Dnipro, Kyiv, Lutsk, Mykolaiv, Uzhhorod, and Chernihiv. In total, about 3,500 representatives of local self-government bodies and regional military administrations from all Ukrainian regions participated in regional events. These practical presentations are aimed at strengthening the capacity of authorities to implement the PIM reform at local and regional levels. The stages and principles for preparing the Medium-Term Plan of Priority Public Investments (MIP) were discussed in detail. PIM Reform: Logic and Implementation Stages Discussed in Vinnytsia

Dnipro continues to expand its network of safe shelters for city residents actively. Over three years of full-scale invasion, the number of shelters has increased dramatically: in 2022, there were only seven simple municipal shelters, and today there are 334. In total, the city now has 303 shelters, 401 simple shelters, and 175 mobile shelters located at public transport stops and other crowded areas, according to local authorities.The commissioning of Civil Protection Shelter No. 12831 on Starokozatska Street, 52A, after eight months of major renovation, is a clear example of this systemic effort. The shelter is open around the clock and can safely accommodate up to 200 people for continuous stays of up to 48 hours.&nbsp; “This shelter is located within a residential complex, and it takes people only two minutes to reach a safe space. It’s a completely different quality of environment — spacious, clean, equipped with everything necessary, and people genuinely feel safer”, — says Petro Smachenko, Deputy Director of the Capital Construction Department of Dnipro City Council.&nbsp; City officials acknowledge that not all older shelters can be restored, which is why new shelters are being actively built in parallel, especially near schools. For example, at Gymnasium No. 2, the shelter operates 24/7, accommodating up to 575 people.
