General Information

Program Description

The program aims to mass-promote the deployment of certified modular underground shelters in frontline and vulnerable communities in Ukraine to provide immediate protection to civilians, including children. Given the constant threat of rocket and artillery strikes, communities need fast, effective, and affordable solutions to create a safe environment. Modular shelters are industrially manufactured, transported to site, and installed in up to 2 weeks, which is significantly more efficient than traditional construction solutions that take up to 36 months. The program provides for centralized procurement coordination, support for domestic production, and the use of expedited delivery procedures.

The program plans to install 3,200 modular shelters in 160 communities.

Problems: Due to constant rocket strikes and shelling, residents of frontline areas do not have proper protection. In areas located within 30 km from the line of attack, the time of arrival of a rocket is up to 3 minutes, so classic construction solutions do not meet the urgency of the challenges. There are over 14,000 general secondary and preschool education institutions in Ukraine, of which at least 30% do not have either a regular shelter or an adapted room for staying during an air raid. In frontline regions, this figure is even higher: up to 50-70% of institutions cannot ensure the safety of children during air threats. In areas located within 30 km from the line of attack, the time of arrival of a rocket is up to 3 minutes, so classic construction solutions do not meet the urgency of the challenges. The existing shelter system in Ukraine is fragmented, morally and physically outdated, and does not allow for a basic level of protection for the population in conditions of regular attacks, especially in border and frontline regions. The introduction of modular deep shelters is not only a response to the lack of protective structures, but also a new infrastructure model that will allow for a prompt, standardized, and scalable solution to the problem of population security in conditions of full-scale war.
