Program Description

Strengthening the capacity of the laboratory network of the public health system to timely identify and verify threats and dangers to public health and report on them through the implementation of a complex of investment projects aimed at the construction and technical equipment of laboratories in accordance with European standards, improving the quality of research, and developing new methods and technologies

Problems: In Ukraine, there is an urgent need to strengthen the capacities of public health institutions, in particular in the context of implementing paragraph 5 of the Action Plan for the implementation of the National Strategy for the Control of Malignant Neoplasms for the period up to 2025 for the period up to 2030 (CMU Order No. 730-r dated August 2, 2024), which provides for the development of infrastructure for effective measures for the prevention, early diagnosis and monitoring of oncological diseases. At the same time, in accordance with subparagraph 1 of paragraph 2 of the Resolution of the National Security and Defense Council of Ukraine dated March 19, 2021 “On measures to increase the level of chemical safety in the territory of Ukraine” (Presidential Decree No. 104/2021 dated March 19, 2021), it is necessary to strengthen the capacities of the reference center for the identification of toxic and controlled chemicals, which requires updating the material and technical base, introducing modern laboratory equipment and creating conditions for a prompt response to chemical threats. In addition, paragraph 50 of the Operational Plan of Measures for the Implementation of the Healthcare System Development Strategy for the Period up to 2030 in 2025–2027 (CMU Resolution No. 34-p dated January 17, 2025) defines the tasks of developing and modernizing the infrastructure of public health institutions to improve the quality of services, expand preventive and diagnostic capabilities, and ensure readiness to respond to biological, chemical, and other threats. The implementation of the program will allow for the comprehensive implementation of these strategic tasks, increase the capabilities of the national public health system, and ensure its compliance with modern challenges and international standards.
