Program Description
The goal of the program is to create a safe, inclusive, and digitalized educational environment that meets the standards of the New Ukrainian School. The program is aimed at eliminating infrastructure barriers, ensuring equal rights (gender and social) and restoring access to education in wartime. Modernization involves the purchase of interactive panels, laptops and digital laboratories, the installation of ergonomic desks-transformers and mobile shelves, equipping classrooms with modern visual aids and STEM kits, etc. Expected results: Formation of competitive human capital by training graduates who possess STEM competencies and digital literacy, which is the basis for the innovative economy of Ukraine. Ensuring educational sustainability by creating a technical base for blended and distance learning, which guarantees the continuity of education even in martial law or other crises. Increasing the socio-economic efficiency of budget investments through the transition from maintaining old premises to investing in «smart» infrastructure. Overcoming regional imbalances in access to quality education, which guarantees equal starting opportunities for young people regardless of their place of residence and ensures balanced development of human capital across the country.

Arrangement of teaching centers for the subject “Defense of Ukraine”
Justification
The creation of centers for teaching the subject "Defense of Ukraine" is due to the security challenges of wartime and the need to transfer training from a predominantly theoretical format to a practical, controlled and safe one. Conducting classes on first aid, mine safety, civil defense, basic communications and training using modern simulators requires specially equipped premises, engineering training (power supply, network, lighting, practice areas) and standardized equipment. Without this, educational institutions are forced to work without adhering to the standard, which leads to uneven quality of training and does not give the state the predicted result. The purpose of creating centers in vocational and specialized pre-higher and secondary education institutions is to ensure equal access of pupils and students to high-quality practical training in security and vital skills, as well as to form the resilience of citizens to emergencies. The centers allow organizing training according to unified approaches, ensuring proper conditions for storing and operating equipment, and increasing the efficiency of budget expenditures through concentrated use of resources and high equipment utilization. To achieve the goal, the following tasks are envisaged: (1) to arrange/repair premises for training areas, taking into account safety and functionality requirements; (2) to purchase and install equipment in accordance with a standardized list, including multimedia and computer equipment, training solutions, pre-medical training equipment, personal protective equipment and training aids; (3) to ensure the commissioning of the centers (installation, configuration, personnel instruction), to create a procedure for accounting, storage and maintenance of property; (4) to organize schedules for the use of the centers to ensure planned coverage of students and training of teachers. The expected results are: increasing the level of practical competencies of students in pre-medical care, algorithms for actions during emergencies and military hazards; unifying the quality of teaching the subject in different institutions/territories; creating a safe and equipped environment for practicing skills without risk for participants in the educational process; more efficient use of budget funds through centralization of expensive equipment, transparent accounting, and high resource utilization. In addition, it is expected to reduce state spending on the consequences of injuries and erroneous actions in crisis situations due to better preparedness of young people. The implementation of the project to create centers will ensure the sustainability and manageability of the safety training system in education: from informal teaching to practical training with measurable results. The request for funding is justified as an investment in human capital and security, which has a direct social effect and corresponds to the state task of increasing the ability of communities to act in conditions of military and emergency risks.
