Program Description

The goal of the program is to  provide 100% of children with special educational needs in preschool institutions with learning aids (special means of correction of psychophysical development), which help them master the educational program in accordance with the individual child development program and acquire competencies defined by the relevant State Standard.

The implementation of the program involves creating conditions for obtaining preschool education by children with special educational needs, taking into account their individual needs. The implementation of the program will allow children with special educational needs to use modern technical means of learning in the educational process; improve the quality of the educational process of children with special educational needs; create an inclusive and barrier-free educational environment in preschool education institutions.

The expected results include:

creating conditions for obtaining preschool education by persons with special educational needs in accordance with their needs and capabilities; ensuring equal opportunities for the realization of the right to receive preschool education without discrimination;

creating a barrier-free educational environment in preschool education institutions.

Problems: Description of the problem to be solved by the public investment program: Learning aids are a necessary condition for the realization of the right of children with special educational needs to quality education, as stipulated by the UN Convention on the Rights of Persons with Disabilities and the Law of Ukraine “On Education”. The use of such aids by children with special educational needs ensures equality of opportunities, increases the effectiveness of learning and contributes to the development of the personal potential of each child. The introduction in Ukraine of the International Classification of Functioning, Disability and Health (ICF) and its integration into the education system as a modern basis for planning individual educational trajectories of students is one of the tasks of the “National Strategy for Creating a Barrier-Free Space in Ukraine for the Period up to 2030” (strategic goal “Creating an Inclusive Educational Environment”, which was approved by the Cabinet of Ministers of Ukraine Resolution No. 366-р dated 14.04.2021). The description of a person's functioning according to the ICF allows you to determine the services that need to be provided for full inclusion in the educational process, as well as the areas and scope of support in the educational process. In accordance with the Procedure for organizing inclusive education in preschool education institutions, approved by the Resolution of the Cabinet of Ministers of Ukraine dated April 10, 2019 No. 530, obtaining preschool education by children with special educational needs is organized taking into account the levels of support, of which II-V provide for financial support (level I without financial support, an inclusive group is not created). According to the levels of support, not only should education and the provision of correctional and developmental services be provided, but also children with special educational needs should be provided with auxiliary means for learning (special means of correction of psychophysical development), which allow them to master the curriculum, in accordance with the Standard List of Auxiliary Means for Learning, approved by the Order of the Ministry of Education and Science of Ukraine dated April 23, 2018 No. 414 (as amended by the Order of the Ministry of Education and Science of Ukraine dated November 27, 2024 No. 1671), registered with the Ministry of Justice of Ukraine on May 11, 2018 under No. 582/32034 At the same time, due to the extension of martial law in Ukraine, funds for the purchase of auxiliary means for learning within the limits of general fund expenditures under budget program 2211220 "Subsidy from the state budget to local budgets for providing state support to persons with special educational needs" are not stands out. It should be noted that the number of children with special educational needs who require support in preschool education institutions increases annually by approximately 3.5 thousand people (2024/2025 academic year - 16,198 people, 2023/2024 academic year - 12,063 people, 2022/2023 academic year - 8,993 people). The lack of funding for the purchase of educational aids may lead to a violation of the right of children with special educational needs to receive preschool education. The feasibility of the investment approach: The public investment program for the purchase of teaching aids (special means of correction of psychophysical development) for children with special educational needs who study in preschool education institutions is a strategic initiative of the Ministry of Education and Science of Ukraine, which provides for the purchase of teaching aids as one of the key tools for creating an inclusive educational environment in a preschool education institution and providing the child with quality educational services. The investment project is appropriate in view of: the need to fulfill legislative and international obligations to ensure equal access to quality education (the Law of Ukraine "On Education" and "On Complete General Secondary Education" guarantee equal access to education for all students, including those with disabilities. The UN Convention on the Rights of Persons with Disabilities obliges the state to ensure the accessibility of the educational environment); creating an inclusive environment and providing every child with the opportunity to realize their potential; prevention of social isolation, formation of skills necessary for further education and successful integration into society; long-term positive socio-economic effect, reducing future costs for social support and rehabilitation. The implementation of the program will allow: to ensure equal access to education for children with special educational needs, eliminating barriers in the perception and reproduction of educational information; to increase the effectiveness of learning through individualization of the educational process and the use of adapted tools; to promote socialization and development of communication skills, creating conditions for further integration into society; to strengthen children's motivation and self-confidence, reducing the risk of falling behind and feelings of isolation; to prepare children for further education and integration into society, which will have a positive impact on their future employment and independence.
