General Information

Program Description

The goal of the Program is to increase the level of energy efficiency of residential and public buildings by increasing the number of projects for thermal modernization of residential and public buildings (increasing the pace of thermal modernization), increasing the number of buildings with close to zero energy consumption, which will contribute to reducing the country's dependence on imported natural gas, in particular of Russian origin, and strengthening Ukraine's energy independence.

Problems: In Ukraine, the high level of energy consumption of buildings is caused by significant heat losses through enclosing structures, natural ventilation systems and low efficiency of internal building engineering systems. Due to the limited amount of both state support (financing) and the low level of investment attraction, the underdevelopment of incentive instruments and financing mechanisms for the implementation of energy-efficient measures, comprehensive thermal modernization of buildings is not provided to the required extent. Modern technologies are rarely used in state and municipal buildings, in particular using energy from renewable energy sources. In addition, for a long time in Ukraine, the necessary major repairs and reconstruction of buildings that are operated beyond the period established by the design documentation have not been carried out. In outdated buildings, in addition to energy-efficient measures, accompanying construction work must be carried out to comply with the mandatory requirements specified in state building codes, in particular ensuring fire safety, lightning protection, access for low-mobility groups of the population, during thermal modernization of buildings. There is no state support for the implementation of related construction works; it is provided exclusively for the financing of thermal modernization. Thus, the implementation of related construction works affects the increase in the total cost of thermal modernization, but only energy-efficient measures ensure the achievement of payback of such costs. The advantage of the Program is a comprehensive approach to stimulating and increasing demand for thermal modernization from the population, local governments and state authorities. It is envisaged to create favorable conditions for the modernization of buildings, in particular by ensuring access to the necessary support, implementing long-term energy planning tools, developing energy management, and updating technical information on the state of the building stock. The Program plans to strengthen institutional capacity on the ground, develop human resources, build a local market for energy-efficient services and technologies, and intensify educational and information campaigns. Attention is paid to the exemplary role of state authorities, the participation of state authorities as an example, and the involvement of stakeholders in the formation and implementation of local energy efficiency policy.

Financing is provided under a mixed model, combining: The state budget - to ensure co-financing of priority activities and support for communities, households and state authorities with limited financial resources. Local budgets - to co-finance projects within territorial communities and implement additional activities. Other sources - funds from international financial organizations and donors, grant resources, loans, as well as the own contribution of beneficiaries (OSMB, local governments, enterprises). This approach allows optimizing the budget burden, attracting external resources and ensuring sustainability of financing throughout the entire period of the Program implementation.
