General Information

Program Description

The construction of shelters is a prerequisite for the protection of students and staff of educational institutions in the face of military threats and emergencies. Safe and functional facilities allow for a prompt response to danger and guarantee the safety of life and health of all participants in the educational process.

Strategic Case

Program Goal

Main Goal: Improvement of infrastructure condition
Secondary Goal: Modernization to comply with current standards, Ensuring inclusiveness and equal opportunities
Problems: In the context of the worsening security situation in Ukraine, a significant part of secondary education institutions do not have properly equipped civil defense structures (shelters). The absence or unsatisfactory condition of shelters creates serious risks to the life and health of students and teaching staff in the event of emergencies, in particular military operations or man-made disasters. The scale of the problem covers hundreds of schools across the country, especially in regions located in high-risk areas. The consequences are increased vulnerability of educational infrastructure, reduced sense of security among participants in the educational process, and limited opportunities for continuous learning in emergency conditions.
