Program Description

The program provides for the modernization of the educational and production base (workshops, classrooms and laboratories) of vocational and specialized pre-higher education institutions, increasing energy efficiency and creating a safe and inclusive educational space. 

Its goal is to ensure the training of specialists on modern equipment in accordance with the requirements of the labor market and promote the development of new professions.

Expected effect is a qualitative update of the content of training, an increase in the employment rate of graduates, a more active involvement of the adult population in retraining and an increase in the financial stability of institutions.

The program will contribute to the reconstruction of the country, strengthening partnerships with business and increasing the prestige of working-class professions.

Problems: One of the most acute problems is the critically outdated equipment in workshops and laboratories of vocational and specialized pre-higher education institutions. Most agricultural educational institutions still use tractors and combines that are over 30 years old. A similar situation is observed in the fields of metallurgy, mechanical engineering, woodworking, transport, construction and other industries. Because of this, young people are increasingly choosing alternative forms of education, and graduates do not receive practical skills to work on modern production equipment, which is critically important for employers who are constantly modernizing their enterprises (support letters from employers at http://surl.li/ctayjh). The lack of modern technology also complicates the introduction of new specialties that are in demand on the labor market, such as agricultural drone operators, CNC machine operators, mechatronics technicians, solar power plant installers, etc. These specialists are mostly trained in private courses or directly at enterprises. Since 2016, the Ministry of Education and Science of Ukraine has been gradually updating workshops and laboratories, while optimizing the network of institutions and transferring them to local authorities. In 2024, state support for the transformation of vocational education has significantly increased, which made it possible to allocate UAH 549 million in subventions for the creation of training and practical centers (TPCs) - updated premises with modern equipment, where students gain practical skills, and adults improve their qualifications or retrain. Such centers can also provide paid services - repairs, catering, metal and wood processing, etc. - which contributes to their financial autonomy (photos of the centers at http://surl.li/pwfygq). In 2024, additional co-financing of UAH 268 million was attracted to the state's UAH 549 million, including cash and equipment from employers. In 2025, an updated state program for the development of vocational and professional pre-higher education institutions is being implemented with a budget of UAH 540 million, which allowed attracting over UAH 387 million (42%) of co-financing. This will make it possible to update educational premises in 89 educational institutions and provide modern learning conditions for over 60 thousand students this year, as well as develop 17 projects for the thermal modernization of buildings of educational institutions, which are planned to be insulated in 2026 as part of the implementation of this Program. There are over 1,000 state and municipal institutions of vocational and professional pre-higher education in Ukraine, where over 560 thousand students study. The Ministry continues to optimize the network of these institutions, increasing their occupancy and expanding the choice of educational trajectories. The program is focused on institutions with a student population of over 400 people (447 institutions fall under this criterion in 2025) with a priority for the construction, energy, metallurgy, mechanical engineering, transport, woodworking, etc. industries. The implementation of this Program is the most effective way to update the educational and production base of institutions of vocational and specialized pre-higher education, which allows combining state funding with the resources of local budgets and employers, accelerating modernization and ensuring an increase in the quality of education and competitiveness of graduates in the labor market.

What potential funding sources can be mobilized on the basis of prior agreements or intentions to cooperate (if any)

The following may be involved in the implementation of the Program: - state budget funds — target subvention in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated November 30, 2016 No. 925; - local budget funds — within the framework of mandatory co-financing (not less than 30% of the total cost of the project); - own revenues of educational institutions (from the provision of paid educational services, leasing of property, etc.); - investor funds — within the framework of public-private partnership; - international technical assistance and grants (in particular, from international financial organizations). The implementation of the investment program helps in attracting funds from local budgets and international partners, indicating to everyone the priority of vocational education for the Ukrainian economy and reconstruction. In particular, in 2024-2025, it was possible to attract more than UAH 120 million in grant aid for new equipment from the governments of Switzerland, Germany and other countries. Donors are also actively helping in training teachers and developing curricula. In addition, the EU4Skills project, which has delivered equipment worth UAH 236 million, is coming to an end in 2025. It is also planned to deliver agricultural machinery worth UAH 121 million from the Japanese government.
