Program Description
The Russian Federation's military aggression against Ukraine has resulted in significant civilian casualties, the displacement of millions of people, widespread and serious destruction of homes and businesses, and damage to production and economic activity.
The "HOPE" project aims to meet the critical needs for the rehabilitation of apartment buildings in territorial communities affected by the occupation or aggression by the Russian Federation, and to provide citizens with housing that has been damaged.
Investments in rehabilitation and reconstruction should lay the foundation for the gradual restoration of services to the population and economic activity, as well as consolidate Ukraine's development path towards approaching EU standards as a low-carbon and climate-resilient country.

Justification
This component provides financial support for technical assistance (TA) and capacity building to selected local governments to develop and update recovery planning documents and data, including, inter alia, the preparation of a Comprehensive Recovery Program (CRP) and a Comprehensive Spatial Development Plan (CSDP) or a Settlement Master Plan (SMP), to provide a framework for phased and spatially coordinated rehabilitation activities necessary to address multi-sectoral housing recovery needs through a locally-based approach. Development of design documentation for partially damaged BKB
Justification
This component provides funding for the development of technical/design documentation for partially damaged BKBs in selected territorial communities. This includes, among others: (a) detailed assessment of the design of buildings and structures; (b) technical studies to determine structural and non-structural performance indicators for the preparation of feasibility studies and other technical documentation; (c) feasibility studies to determine design options; (d) design documentation with estimates, bills of quantities and procurement documents for the major repairs of each of the selected BKBs.
