General Information

Program Description

The program is aimed at ensuring effective protection of territories and the population of Ukraine from the harmful effects of water and minimizing possible damage caused by the harmful effects of water. The implementation of program measures will be carried out through the construction, reconstruction and overhaul of hydraulic structures, flood protection dams, bank fortification structures and clearing riverbeds, which will ensure an increase in the number of protected settlements, estates and agricultural lands.

Problems: In today's difficult conditions, the water management sector provides the economy and the needs of the population of Ukraine in water resources, in particular, it ensures the protection of the population from the harmful effects of water. The reliability of flood control structures decreases every year, which leads to their destruction and additional expenses from the state budget for the elimination of the consequences of the harmful effects of water, which is caused by the lack of funds for operational measures and maintenance. Given the destruction of water infrastructure, the damage and losses incurred, flood control facilities need restoration, so there is a need for support by attracting funds for the implementation of investment projects in order to create safe living conditions for the population. Underestimating the importance of implementing flood control measures and underestimating their financial volumes may subsequently lead to large-scale emergencies associated with the flooding of a significant number of settlements, agricultural lands and other objects. Also, after the end of hostilities, the issue of urgent elimination of the consequences of the harmful effects of water within settlements and agricultural lands, restoration and reliable operation of water management systems, hydraulic structures and individual engineering infrastructure facilities that are state-owned and are on the balance sheet of water management organizations and that were damaged as a result of bombings and hostilities will arise.
