Program Description

Implementation of measures to build, restore and develop a network of WIM weighing-in-motion complexes in order to preserve the roads of Ukraine.

Problems: From October 1, 2021, administrative liability has been introduced in Ukraine for road transport safety violations recorded using technical means of photography, filming, video recording, in particular in automatic mode. One of the key tools for ensuring such control is the Weigh-in-Motion (WIM) system, which allows you to automatically detect violations of weight and dimensional standards by heavy vehicles. WIM systems are installed on major routes of national importance to prevent premature destruction of road infrastructure, improve road safety, and reduce road surface maintenance costs. Such systems provide contactless, round-the-clock monitoring of the weight and dimensional parameters of vehicles without interfering with traffic. At the beginning of 2022, 103 WIM complexes were at various stages of implementation (design, construction, commissioning, certification, etc.). However, as a result of the full-scale invasion of the Russian Federation and the introduction of martial law, some of the systems were damaged, destroyed or lost due to the temporary occupation of the relevant territories. Within the available funding, the State Agency for the Reconstruction and Development of Infrastructure of Ukraine is carrying out measures to restore and modernize the existing WIM complexes. Given the intensive use of highways, in particular due to the change of logistics routes in wartime conditions and a significant increase in freight volumes, there is an objective need to expand the network of weighing systems in motion. This approach is one of the key elements of the policy of preserving road infrastructure, optimizing state spending on repair and construction work and increasing transparency in the field of dimensional and weight control. According to the National Transport Strategy of Ukraine for the period until 2030, the development of the WIM network is one of the problems that need to be solved to increase the level of transport safety in the areas of state policy in the field of transport infrastructure. The installation of new complexes is planned taking into account logistics flows, proximity to international checkpoints, logistics hubs, ports and main highways, which will provide a holistic system of automated overload control. In addition, the integration of WIM systems into a single digital platform, in particular in interaction with the National Transport Model, will allow creating a transparent and analytically based mechanism for managing road load and more effectively planning infrastructure investments.
