The implementation of the component involves the installation of weighing-in-motion (WIM) systems, which will allow achieving the following changes: Reducing the frequency and scale of premature road surface destruction, especially on roads of national importance; Increasing the efficiency of monitoring compliance with weight standards without stopping transport, which reduces traffic jams and disruptions in logistics; Automation of monitoring, recording and prosecution processes for violations, which minimizes the human factor and corruption risks; Improving road safety by reducing the number of overloaded trucks; Improving the environmental situation by reducing emissions and lower depreciation of vehicles. Public and state value Protection of a public resource - road infrastructure, which is financed from the state budget; Ensuring fair conditions for business: all carriers operate according to uniform, transparent rules; Increasing citizens' trust in state institutions through the introduction of open, digital control mechanisms; Promoting sustainable development of regions by improving transport connections and reducing infrastructure losses. Expected economic benefits Reduction of road repair costs Increased investment attractiveness of regions due to high-quality transport routes; Optimization of public spending by reducing the need for manual control; Revenue to the budget in the form of fines for overloading; Reduction of indirect business losses associated with delivery delays, cargo damage and reduced transportation speed. Compliance with the requirements of Ukrainian legislation and international obligations In accordance with Article 132¹ of the Code of Ukraine on Administrative Offenses and the Law of Ukraine “On Road Transport”, control of weight parameters is mandatory. The use of WIM complies with European practices and EU directives (in particular Directive 96/53/EC) regarding permissible mass parameters and ensuring proper control. A large-scale problem requires a systemic solution — not through individual point measures, but through a coordinated, multi-year program; Allows for flexible scaling of the system in the future due to additional funding or changing priorities.
