General information

Description of the project

The project is aimed at creating a modern and safe infrastructure for the elderly and people with disabilities who need external care and support.

 The following activities are planned to be implemented within the project:

  • reconstruction and major repairs of buildings to accommodate an inpatient unit to improve living conditions and provide social services;
  • improvement of adjacent areas taking into account the principles of inclusion and leisure;
  • major repairs of the dining room and catering unit;
  • creation and equipping of sports grounds and workshops.

   As a result of the evacuation of the population of the Selydivskaya MTG to safer regions, a significant number of single elderly citizens and people with disabilities found themselves without proper living conditions. They need not only safe housing and care, but also opportunities for active leisure, socialization and health maintenance.

Expected results:

  • creation of modern infrastructure for permanent or temporary residence of the elderly and people with disabilities;
  • improvement of living conditions through major repairs and reconstruction;
  • formation of an inclusive and accessible environment in the departments;
  • providing opportunities for physical activity, creative development and social integration of wards;
  • improvement of the quality of life and level of social protection of the most vulnerable categories of the population.

The purpose of the project

Main Goal:

Improving the equality of wealth distribution

Secondary Goal:

Ensuring inclusiveness and equal opportunities, Creation of new jobs through project implementation, Improving the quality of services

Description of the purpose of the project and ways to achieve it

The project's goal is to ensure the development of the infrastructure of inpatient care for the elderly and people with disabilities by creating safe, accessible and comfortable living, care, leisure and social integration conditions. To achieve this, it is planned to carry out reconstruction and major repairs of buildings with the arrangement of a modern inpatient department, including the repair of the catering unit and the dining room in order to organize high-quality and safe food. An important direction is the improvement of territories taking into account the principles of inclusion and the need for leisure, as well as the creation and equipment of sports grounds and workshops for the development of physical activity and creative skills. The project will also ensure access of wards to social and household, medical and social and other necessary services, which will contribute to improving the quality of life and social integration of vulnerable categories of the population.

Problems and solutions resulting from project implementation

Key problems: 1. Lack of proper living and care conditions for single elderly people and people with disabilities evacuated from Selydivskaya MTG. 2. Dilapidated buildings and outdated engineering networks that do not meet modern safety and comfort requirements. 3. Lack of inclusive infrastructure (ramps, accessible bathrooms, lifts), which limits the mobility and capabilities of residents. 4. Unorganized adjacent territories and lack of leisure areas, which makes it impossible to organize active recreation and socialization. 5. Insufficient facilities for leisure, sports and creativity, which negatively affects the physical and psycho-emotional state of residents. Why are the problems relevant now: Due to the evacuation of the population to safer regions, a significant number of vulnerable citizens found themselves without proper living conditions. The need for the creation of modern inpatient care facilities has increased sharply, and it is impossible to postpone the resolution of these issues. Consequences if not resolved: - deterioration of the health and quality of life of the elderly and people with disabilities; - social isolation of wards, lack of conditions for integration into the community; - increased burden on local social protection bodies and medical services. Expected positive changes: - creation of a safe and comfortable living environment; - ensuring inclusiveness and accessibility of services; - improvement of the physical and psycho-emotional state of wards through the arrangement of sports grounds and workshops; - increasing the level of social protection and quality of life of the elderly and people with disabilities.

Commercial Justification

Supplier and contractor market assessment

Is the project likely to attract a sufficient number of bidders to ensure real competition that will encourage bidders to think innovatively and maximize the quality of their proposals?
Yes

[Response was provided in the Preliminary Investment Feasibility Study]

Is the project of interest to small and medium-sized enterprises?
Yes

[Response was provided in the Preliminary Investment Feasibility Study]

Will the project involve national or international suppliers and contractors?
Yes, both national and international

Has an analysis of available procurement options been conducted for the technical solution?
Yes

[Response was provided in the Preliminary Investment Feasibility Study]

What procurement strategy was chosen for the project implementation, and what justifies its feasibility in the context of the market and project objectives?

[Response was provided in the Investment Feasibility Study]

What approaches are planned to be used to ensure transparency, competition, and efficiency in the procurement process?

[Response was provided in the Investment Feasibility Study]

What types of procurement procedures are envisaged by the project (open tender, negotiated procedure, competitive dialogue, etc.)?
Open competitive bidding

Pre-market engagement

[Response was provided in the Investment Feasibility Study]

Potential market participants

[Response was provided in the Investment Feasibility Study]

Market readiness assessment
