Description of the project
The project involves the reconstruction (thermal modernization) of the buildings of the therapeutic and gynecological buildings of the KNP KMR "Konotop Central Regional Hospital named after Akad. M. Davydov". The buildings of the therapeutic and gynecological buildings are designed for inpatient treatment of 144 and 40 people, respectively. The total number of bed-days during the year is:- therapeutic building: 32530 bed-days, - gynecological building: 10350 bed-days. The building of the therapeutic building was put into operation in 1981 and has a low energy efficiency class of the building – G» (specific primary energy consumption is 632.39 kWh/m). The building of the gynecological building was put into operation in 1994 and has a low energy efficiency class of the building – «G» (specific primary energy consumption is 667.97 kWh/m). The high level of energy consumption is a consequence of excessive heat energy losses through enclosing structures (walls, roof, windows, basement), old and uninsulated heating networks, unbalanced internal heating system, lack of a proper system for regulating the coolant supply depending on the ambient temperature, etc. The experience of thermal modernization of similar and similar buildings of the budgetary sector in Ukraine, as well as calculations of the technical and economic assessment of thermal modernization of the buildings of the therapeutic and gynecological buildings of the KNP KMR «Konotop Central Regional Hospital named after Akad. M. Davydov», presented in extended reports to energy certificates, confirm the potential for reducing energy consumption at the building level by at least 50.0%. The implementation of the project involves the implementation of a number of energy-efficient measures that will not only reduce energy consumption, but also improve the indoor microclimate, accessibility and safety of patients and staff of the institution. After the implementation of the project, the level of energy efficiency in the buildings of the therapeutic and gynecological buildings of the KNP KMR "Konotop Central Clinical Hospital named after Akad. M. Davydov" will be significantly improved (the expected energy efficiency class of buildings after the implementation of the planned measures will be increased to class "C"), which will lead to a significant reduction in budget expenditures for heating, air conditioning and maintaining an optimal microclimate in buildings. In addition, the reliability of the operation of building engineering systems and their durability will be increased, unhindered access to the institution for people with disabilities will be created, and the sanitary condition, level of fire and technogenic safety will be improved.

Demand for the service and its dynamics
What methodology was used to estimate demand?
Has data from external sources been used in the demand assessment?
Does the demand forecast take into account the latest demographic and economic forecasts?
Analysis of the project's impact on ecology and climate change
Does the planned activity have a potential positive contribution to achieving climate or environmental objectives?
Is the proposed project expected to significantly harm any of the following climate or environmental objectives?
Does the planned activity have a potential positive contribution to achieving climate or environmental objectives?
Is the proposed project expected to significantly harm any of the following climate or environmental objectives?
Have the greenhouse gas emissions or emission reductions (Scope 1-2) associated with the project been calculated for a typical year and the entire project period?
Does the project require an environmental impact assessment (EIA) in accordance with the Law of Ukraine "On Environmental Impact Assessment"?
Project sustainability and inclusivity
Identify potential gender risks of the project and indicate possible ways to overcome them:
Does the project provide for improving women's access to services?
Are civil society organizations representing women and vulnerable groups included in the consultation process?
Were consultations held with representatives of target groups to take into account gender equality issues in the project?
Have the gender risks and social impacts of the project been assessed?
Are there management and institutional mechanisms in place to ensure gender equality?
