Description of the project

The project is aimed at creating a comfortable and safe urban environment for all residents of the community, in particular for people with disabilities, low-mobility groups, parents with strollers and the elderly. It is planned to arrange a "barrier-free route" - convenient pedestrian paths with lowered curbs, ramps, tactile tiles, adapted pedestrian crossings and elements of accessible navigation. It is also planned to install information signs. What problems does the project solve The presence of physical barriers in the city that complicate the movement of low-mobility groups. Insufficient infrastructure for the safe and comfortable movement of people with disabilities and parents with strollers. Lack of a systematic approach to creating an inclusive public space. Expected results Ensuring safe and comfortable movement through the streets of the city for all residents. Increasing the level of social integration and mobility of low-mobility population groups. Forming a positive image of the community as open, inclusive and friendly to all. Improving the quality of the urban environment, which will increase the level of satisfaction of residents and the attractiveness of the city for visitors.

Description of the purpose of the project and ways to achieve it

Project Goal The main goal of the project is to create a barrier-free and inclusive urban environment in the city of Novy Rozdil by arranging a specially designated route that will ensure comfortable and safe movement for all community residents, including people with disabilities, low-mobility groups, the elderly and parents with strollers. Methods of achieving the goal A set of measures is provided for the implementation of the goal: Construction and infrastructure works arrangement of lowered curbs at pedestrian crossings; installation of ramps and entrances in areas of public facilities; laying tactile tiles and arrangement of guiding elements for people with visual impairments; arrangement of safe pedestrian crossings with markings. Organizational and technical measures application of contrasting visual markings for orientation of visually impaired people; organization of barrier-free access to socially important facilities (administrative buildings, educational, medical, cultural institutions). Social and communication activities involvement of the public and representatives of low-mobility groups in discussing and assessing the convenience of the route; information campaign on the importance of barrier-free access as an element of community development. Justification of the gap between the current state and the target level Currently, the city of Novy Rozdil lacks a holistic system of barrier-free infrastructure. Most streets and sidewalks have high curbs, a significant amount of damaged pavement, and are not equipped with ramps or tactile tiles. Pedestrian crossings often do not meet accessibility standards, which creates safety risks and actually limits the movement of a significant part of the population. The target level provides for: formation of the first continuous and high-quality barrier-free route that will connect key social and administrative facilities of the community; compliance of infrastructure with state building codes and principles of barrier-free access; ensuring access to public spaces for all population groups without exception.

Problems and solutions resulting from project implementation

The lack of a systematic barrier-free route makes it difficult to plan safe and comfortable routes for residents. Insufficient level of traffic safety Damaged sidewalks, lack of lighting in pedestrian areas, and inadequate markings create risks of injury, especially for low-mobility groups. Social isolation of low-mobility population groups Inadequate infrastructure limits the participation of people with disabilities and the elderly in public life, which reduces the level of social integration. Relevance of the problems The increase in the share of low-mobility groups in the community makes the problem of accessibility critical for ensuring equal opportunities. The lack of a barrier-free environment contradicts modern inclusion standards and state regulations for the arrangement of public spaces. The social and economic activity of the community directly depends on the accessibility of infrastructure facilities for all population groups. Possible consequences if the problems are not resolved Further restriction of the rights of low-mobility groups, social isolation and reduced quality of life. Increased risk of injury due to an inadequate pedestrian environment. Reduced accessibility of administrative and medical services for a significant part of the population. Deterioration of the image of the community as an open and inclusive community.
