The purpose of establishing modern systems and means of alerting and informing the population is to automate the processes of promptly reporting to the duty services of central and local executive bodies, local self-government bodies, territorial bodies and divisions of the State Emergency Service of Ukraine, enterprises, institutions, organizations and the population (including taking into account the peculiarities of alerting persons with physical, mental, intellectual and sensory disorders) signals and messages about the threat or occurrence of emergencies of a natural, man-made and military nature, constantly informing them about the situation in the area of possible damage. The main purpose of implementing or reconstructing and technically modernizing the existing alert system is to increase the awareness of the population about the threat of the occurrence or occurrence of situations that threaten the life, safety and health of people, including those caused by martial law, for the safety and quality of life of the population and reducing the level of existing threats to the safety of the population.
