Description of the project

Brief description of the project 

The project involves the new construction of a dual-purpose building with the protective properties of a radiation shelter (RSS) with a capacity of 300 people using a reuse project on the territory of the Chervonohrygoriv Lyceum of the Chervonohrygoriv Village Council. The designed structure is deep, equipped with autonomous engineering systems, backup power supply, ventilation, water supply, sanitary and household premises, fire and technogenic safety systems, as well as barrier-free access for people with disabilities and other low-mobility population groups.

What problems does the project solve? There is no civil defense protective structure on the territory of the lyceum that meets current regulatory requirements, and therefore it is impossible to ensure safe conditions for students and employees of the educational institution in conditions of military threats and emergencies. This limits the possibility of organizing a full-time educational process and creates constant risks to the life and health of participants in the educational process, especially given the frontline location of the Chervonohryhorivska community and regular shelling.

 Expected resultsAs a result of the project, a civil defense shelter with a capacity of 300 people will be created, which will ensure the proper level of safety for students and staff of the lyceum. The educational process is planned to be organized in a turn-based mode, with the participants of the educational process taking turns in the shelter in accordance with its design capacity, which will ensure the protection of all students and employees of the institution. The implementation of the project will create conditions for the restoration of stable full-time education and increase the level of civil defense and security in the Chervonohryhorivska community.

Description of the purpose of the project and ways to achieve it

The goal of the project is to create a new civil defense infrastructure facility — a dual-purpose building with the protective properties of an anti-radiation shelter — to ensure safe conditions for students, teachers and staff of the Chervonogryhorivsky Lyceum, as well as to increase the level of compliance of the educational infrastructure with the requirements of current standards in the field of civil defense. The goal is planned to be achieved through the new construction of a protective structure with a capacity of 300 people using a reuse project, the arrangement of autonomous engineering life support systems, security systems and barrier-free access for people with disabilities and other low-mobility groups. The project provides for full compliance of the structure with regulatory requirements in terms of civil defense, fire and technogenic safety, sanitary conditions and energy efficiency. The existing gap between the current state and the target level is due to the absence of a civil defense structure on the territory of the educational institution that meets modern regulatory requirements in a community located in the frontline zone and systematically subjected to artillery shelling and drone attacks. Under the current security conditions of the Chervonohryhorivska community, the lack of shelter makes it impossible to organize a full-time educational process, and therefore education is carried out exclusively in a distance format. This negatively affects the quality of education, socialization of children, and the psycho-emotional state of students and teachers. The implementation of the project is aimed at overcoming this gap by creating a modern dual-purpose structure with anti-radiation protective properties, which will ensure the safety of students, lyceum employees, and community residents during air raids, create conditions for the resumption of full-time education, and increase the social stability of the frontline community under martial law.

Problems and solutions resulting from project implementation

The key problem is the lack of a suitable civil defense structure on the territory of the Chervonogryhoriv Lyceum, which makes it impossible for students and employees to stay safely during air raids. The existing basements do not meet the requirements for anti-radiation shelters and cannot be used for their intended purpose. The problem is especially urgent given the community's location in the frontline zone and constant shelling, as a result of which the face-to-face educational process is practically impossible and education is carried out remotely. If the problem is not resolved, the threat to the life and health of children will persist, and educational losses will increase. The implementation of the project will ensure the creation of a dual-purpose structure with the protective properties of an anti-radiation shelter, which will allow restoring a safe face-to-face educational process, increasing the level of civil defense and social stability of the community.
