General information

Description of the project

The project involves the creation (new construction) of a local automated centralized warning system (MACS) in the settlements of the Zmiiv territorial community in order to timely inform the population about threats and emergencies. The system will ensure the prompt delivery of civil protection signals and emergency messages to the residents of the community in an automatic mode with the possibility of centralized management.

The project plans to install modern technical means of warning (electronic sirens, loudspeakers, control points), integration with regional and state warning systems, as well as ensuring backup power supply and protected communication channels. The implementation of the project will allow covering all settlements of the community, increasing the level of readiness to respond to emergencies and reducing risks to the life and health of the population in conditions of military threats and other crisis situations.

The purpose of the project

Main goal:

Creation of new facilities and services

Secondary goal:

Increasing compliance with modern standards, Improving the quality of services

Description of the purpose of the project and ways to achieve it

The goal of the project is to create a modern local automated centralized alert system in the settlements of the Zmiiv territorial community to timely inform the population about threats and emergencies, which will increase the level of readiness to respond and reduce risks to the life and health of residents. Detailed description of the method of achieving the goal Installation of modern technical means of alerting: electronic sirens, loudspeakers, control points. Centralized control of signals and messages in automatic mode. Organization of backup power and communication channels for uninterrupted operation of the system. Connection to regional and state civil protection systems to coordinate actions in emergency situations.

Problems and solutions resulting from project implementation

The implementation of the project solves the problem of an outdated and fragmented warning system, the lack of centralized management and backup channels, which reduces the effectiveness of informing the population about emergencies. If these problems are not resolved, the risk to the life and health of community residents increases. The implementation of the MASC will ensure timely reporting of signals, integration with regional systems and increase the readiness of the population to respond to threats.

    Economic Analysis
    Social benefits and costs
Social benefits: Preservation of life and health of the population due to timely notification of air alarms, man-made accidents and other emergencies. Reduction of social losses (trauma, panic, disorganization of the population) in crisis situations. Increasing the level of security and trust in local government bodies, strengthening the community's ability to respond. Inclusive effect: accessibility of information for different groups of the population, including people with disabilities and low-mobility groups. Long-term social effect - formation of a culture of civil protection and preparedness of the population for actions in emergencies. Social costs: Temporary inconvenience for residents during installation work (noise, restricted access to certain locations). The need for training personnel and conducting information and awareness-raising activities for the population.
    Environmental benefits and costs
Environmental benefits: Use of energy-efficient modern equipment with low energy consumption. Reduction of the need for physical movement of response services due to automated control. No permanent negative impact on the environment during the operation of the system. Environmental costs: Small temporary impact on the environment during the installation of equipment (local earthworks or high-altitude work). Generation of insignificant amounts of technical waste (cables, packaging, replacement of obsolete components), which must be disposed of in accordance with current regulations.
    Indirect benefits and costs
Indirect benefits: Reduction of economic losses of the community due to emergencies (less damage to infrastructure and property). Increased investment attractiveness of the community due to the presence of a modern security system. Strengthening of interagency cooperation and integration with regional and state civil protection systems. Synergy with other security, digitalization and "smart community" projects. Indirect costs: Costs for further maintenance, software updates and support of the system in the long term. Potential costs for system modernization in the event of changes in regulatory requirements or standards.
