Description of the project

The SPIV Center Bilhorod-Dnistrovskyi project: revitalization of the building as a space for co-creation of cultural dialogue and sustainable community development involves the revitalization of a historical building through the creation of a multifunctional space that combines cultural heritage, creative industries, education and international cooperation. Its value lies in the preservation of the object of architectural monument of local importance   and the popularization of the historical and cultural potential of the community and the simultaneous formation of a modern platform for the creation (spiv) and singing - the development of talents, entrepreneurship and social integration of youth and vulnerable  groups. The project arose as a response to the community's need to create a high-quality inclusive cultural infrastructure, new economic opportunities and strengthening international partnerships in the context of recovery, as evidenced by a survey of community residents conducted to identify needs (link attached). As a result of the implementation, a sustainable center of cultural life and social entrepreneurship will be created, the tourist attractiveness of the community will be increased, and the participation of residents in creative and educational initiatives will be activated.

The goal of the project is to create the SPIV Center as a modern multifunctional space for co-creation and development of talented youth, which will ensure the preservation of historical heritage, the development of creative industries, social entrepreneurship and international cooperation in the community. The goal is expected to be achieved through major repairs and functional adaptation of the Asvadurov building, the creation of thematic spaces (museum, workshops, youth and educational hubs, tourist information center), the launch of training programs, cultural events and self-financing mechanisms. Currently, the community and the entire Bilhorod-Dnistrovskyi district lack an integrated space of this type, and the building is in a condition that does not allow its effective use, which creates a gap between the existing infrastructure and the need for a modern development center. Key indicators: - major repairs were carried out and the building of 1 object was put into operation; - at least 7 functional zones/spaces created - the number of visitors to the center is at least 5,000 people per year - at least 100 events (trainings, exhibitions, forums, etc.) held per year - the number of participants in educational programs is at least 1,000 people per year - at least 2 social/creative entrepreneurial initiatives created - the number of international partnerships/events is at least 10 per year - the number of youth and representatives of vulnerable groups involved is at least 40% of the total number of participants

Problems and solutions resulting from project implementation

The Bilhorod-Dnistrovskyi urban territorial community lacks a modern multifunctional cultural and educational space, and the historical Asvadurov building is in a neglected state and is not used, which leads to the loss of cultural heritage, limited opportunities for the development of youth, creative industries and international cooperation. The presence of a real need for the creation of appropriate infrastructure is evidenced by the results of the survey, which showed a clearly formed need of the community in the creation of a modern historical and cultural multifunctional space and indicate a high level of interest of the population in: the restoration of architectural monuments and the history of the formation of both the city itself and the development of the city's tourist, cultural and artistic potential; the creation of a cultural space as an open platform for dialogue, learning, socialization and improving the quality of life of residents of the Bilhorod-Dnistrovskyi urban territorial community. In the context of the country's recovery, the lack of a developed historical and cultural infrastructure leads to socio-economic stagnation, reduces tourist attractiveness and does not allow the integration of vulnerable groups into the active life of the community. The implementation of the project involves the revitalization of the building and the creation of the SPIV Center as an inclusive space for co-creation and development of talented youth, combining culture, education, entrepreneurship and international partnerships. This will allow preserving the historical heritage, activating economic activity, expanding opportunities for self-realization of residents and forming a sustainable platform for community development. According to the results of the survey "Asvadurov's House" conducted within the framework of the participation of the Bilhorod-Dniester community in the project "School for Communities - Culture in Restoration", which is implemented in cooperation with the Ministry of Culture and Strategic Communications of Ukraine, the Ministry of Development of Communities and Territories of Ukraine and the Partnership for a Strong Ukraine Foundation (PFRU), which lasted from 03/15/2026 to 03/26/2026, we inform you: The survey conducted among community residents showed a clearly formed public demand for the creation of a historical and cultural multifunctional space based on a historical building. The survey was attended by 553 respondents, of different age categories from under 18 years old (4.7%) to 60+ (9.9%), of which 39.4% were aged 31 to 45 years old, 18-30 years old – 20.3%, 46-60 years old – 25.7%. Among the surveyed respondents, 50.6% are well aware and only 16.1% do not know about the cultural heritage of our city – the historical house of Asvadurov. 96% of respondents consider it important to preserve and restore the city’s historical buildings as centers of interaction, creativity and mental recreation, forming the city’s unique identity, promoting the development of creative industries and uniting the community through common values. 93.3% feel that there is a lack of such places and a personal need for such a cultural space for recreation and leisure. This is confirmed by 97.6% of respondents who express a desire to regularly or occasionally attend events in such a cultural space. According to 57.3% of respondents, it is best to use the building as the Art and Historical Center of Culture of Bilhorod-Dnistrovskyi (MIC of Culture of Bilhorod-Dnistrovskyi) with the proposed name: 1. “Ackerman Center”; 2. “Voice of Culture”; 3. “SPIV – ART” 4. “SPIV – Center” 73.4% of respondents believe that such a center, as a cultural business card, will be interesting for guests of our city and will contribute to the development of tourism in the community. Along with attending events in this space, such as exhibitions (86.4%), city tour routes (57.3%), master classes (54.6%), conferences and meetings (48.3%), thematic film screenings (40.9%), chamber events (38%), 31.6% of respondents indicated that they would take direct part in organizing and holding events or initiatives, 59.9% assume the possibility. Thus, the survey results confirm that the creation of a historical and cultural multifunctional space is a justified, timely and socially supported initiative. The project meets the key needs of the community and has the potential to become an important tool for its sustainable development, combining cultural, educational, social and economic functions.
