General information

Description of the project

It is planned to carry out a major overhaul of the wards for patients with the arrangement of sanitary facilities, with the replacement of the heating, water supply and drainage systems. It is also planned to carry out a major overhaul of the operating room, reoperation room, manipulation rooms (dressing, procedure, diagnostic rooms). Such a major overhaul will allow to improve the quality of medical services, which will lead to an increase in the number of patients who will be able to receive ophthalmological medical care at their place of residence (patients prefer regional health care institutions, despite the distance of more than 250 km). The result of such repairs will be the sustainable development of the secondary specialized level of medical care in the south of the Odessa region, as well as the approach of exclusive medical services to unprotected segments of the population (the operation "replacing the  lens with an artificial one" is performed mainly for the elderly). In conditions of martial law and constant attacks on the road and transport infrastructure connecting the south of the region with the regional center, as well as massive attacks on the city of Odessa, such a project will allow to increase the number of appeals from patients and preserve the health of the population, which cannot afford to travel outside the region. In addition, the surgical department of the KNP of the Safyanivka village council of the Izmakyl district of the Odessa region "CRL" was determined by the order of the Ministry of Health as an institution that has the right to perform relevant surgical interventions to replace artificial lenses.

Bringing narrow, highly specialized medical care closer to vulnerable segments of the population (elderly people) - patients with visual impairments. Improving the quality of life of patients as a result of treatment in the surgical department. Due to the overhaul, the number of inpatient beds for providing medical care of the appropriate profile will increase by 10 inpatient beds. The number of diagnostic procedures for the purpose of timely detection of diseases will increase by 15% per year. As a result of the overhaul, high requirements for sanitary and hygienic standards will be met, which will avoid hospital-acquired infections.

Problems and solutions resulting from project implementation

Problem: The current condition of the premises does not allow for optimal use of the surgical department, compliance with sanitary and hygienic standards, and compliance with modern criteria for the provision of secondary-level medical care. Solution: Major repairs through modernization will ensure the provision of highly specialized medical care, bring surgical medical care (ophthalmological and otolaryngological) closer to vulnerable segments of the population, and will also increase the energy efficiency of the building.
