Description of the project

The project involves the construction of a new civil defense protective structure (anti-radiation shelter PRU P-1) on the territory of the municipal institution "Lyceum "Leader"" of the Sambir City Council of the Lviv region at the address: Sambir, V. Stusa St., 8. The implementation of the project is aimed at creating safe conditions for participants in the educational process during emergencies, in particular air raids, fires, man-made and natural threats. It is planned to build an underground protective structure designed for 500 people, which will provide shelter for students, teaching staff and technical personnel of the institution. The shelter will be equipped with ventilation, power supply, water supply and lighting systems, primary fire extinguishing means, medical equipment and means for providing first aid, in accordance with current requirements in the field of civil defense. The project provides for barrier-free access for people with disabilities and people with limited mobility by installing an inclined electric lift, two-level metal handrails and safe traffic routes. A set of measures for improving the territory is also planned, including the installation of cobblestone walkways, lawns, and planting trees and bushes. The lyceum was built in 1967 and is the largest general secondary education institution in the city and district, with 919 students. The institution does not have a properly equipped shelter, which makes it impossible to fully organize the full-time educational process under martial law. Currently, training is carried out in a mixed format. The implementation of the project will ensure safe and continuous full-time education, prompt evacuation of participants in the educational process during warning signals, and will create appropriate conditions for staying in shelter until the threat is over. The project is critically important for ensuring children's right to education in a safe environment and increasing the level of civil protection in the central part of the city of Sambora.

Description of the purpose of the project and ways to achieve it

The purpose of the project is to ensure safe conditions for organizing the full-time educational process in the municipal institution "Lyceum "Leader"" in the city of Sambor by building and commissioning a protective civil defense structure designed for the full number of participants in the educational process. The implementation of the project is aimed at protecting the lives and health of children and employees of the educational institution in conditions of martial law and other emergencies, as well as at restoring stable and continuous training in a full-time format in accordance with the requirements of current legislation in the field of civil defense and education. Achieving the goal of the project is ensured by completing the implementation of the already started public investment project, in particular: continuation and completion of construction works, which as of now have been completed approximately 60%, in compliance with the approved technical solutions and calendar schedule; performance of residual construction and installation works on the arrangement of structural elements of the protective structure, engineering networks and life support systems; retrofitting the shelter with the necessary equipment, in particular ventilation, power supply, emergency lighting, water supply, primary fire extinguishing equipment and medical equipment; completion of work to ensure barrier-free access for people with disabilities and other low-mobility groups; carrying out landscaping and landscaping of the adjacent territory in accordance with design solutions; putting the facility into operation and training the educational institution’s staff to operate the protective structure and take action in case of emergencies. Today, the municipal institution “Lyceum “Leader””, which has 919 students, does not have a civil defense protective structure designed to simultaneously shelter all participants in the educational process. The absence of such a facility creates significant risks to the life and health of children and employees of the institution and makes it impossible to fully conduct full-time education in accordance with security requirements under martial law. As a result, the educational process is carried out in a mixed format, which negatively affects the quality of education, socialization of students and the stability of the institution. The target level is the functioning of a modern, fully equipped and accessible shelter that meets regulatory requirements and ensures the continuity of the educational process even during air raids. The existing gap between the current and target state is the lack of the necessary civil protection infrastructure, which cannot be eliminated through current repairs or organizational measures. That is why the implementation of a public investment project is the only effective way to achieve the specified goal.

Problems and solutions resulting from project implementation

The key problem that the project aims to solve is the lack of a civil defense structure in the municipal institution “Lyceum “Leader”” in Sambor that is capable of ensuring the safety of all participants in the educational process in martial law conditions. Currently, the institution is forced to rent shelters from private companies, which does not guarantee prompt, unhindered and simultaneous access for all students and employees during air raids. The limited capacity of the rented premises leads to the organization of training in two shifts and the use of a mixed format, which negatively affects the quality of education, the psycho-emotional state of children and the effectiveness of the educational process in general. The urgency of the problem is exacerbated by constant security threats, increased risks to the life and health of students and the need to comply with legislative requirements for organizing full-time education only in the presence of a properly equipped shelter. If these problems are not resolved, the threat to the safety of participants in the educational process will persist, further restrictions on in-person education will persist, financial losses to the local budget for renting temporary solutions, and the institution's dependence on third parties. The implementation of the project will ensure the creation of a modern civil defense protective structure on the territory of the lyceum, will allow for the abandonment of renting shelters, the transition to full-fledged in-person education in one shift, increase the level of safety, accessibility, and inclusiveness of the educational environment, and will also have a long-term positive social effect for the entire community.
