General information

Description of the project

The project involves the construction of a modern anti-radiation shelter (PRU), capable of ensuring the safe stay of students and employees of the lyceum during emergencies. The building will be equipped with the necessary life support systems, ventilation and sanitary and living conditions. Today, the lyceum has only the simplest shelter, designed for 110 people, while the institution has 886 students, 57 teaching staff and 23 specialists and MOP. This amounts to over a thousand people who are in the lyceum every day. The existing protective structures do not meet real needs and cannot guarantee safe shelter for all participants in the educational process. Expected results: Creation of a modern protective structure with sufficient capacity for all students and employees. Ensuring reliable protection of the life and health of children and staff of the institution. The possibility of organizing a continuous educational process even during emergencies. Creating a safe educational environment that meets civil protection requirements and community expectations.

Description of the purpose of the project and ways to achieve it

The purpose of the project is to create a new protective structure for civil protection (radiation shelter, PRU) for Lyceum No. 17 of the Pavlohrad City Council at 71A Centralna Street. The project is aimed at ensuring safe conditions for students, teaching staff and community residents in the event of emergencies, as well as bringing the infrastructure of the educational institution into line with modern civil protection standards. Methods of achieving the goal: Development and approval of design and estimate documentation in accordance with the requirements of current legislation and DBN standards. Construction of a new protective structure (PRU) in compliance with the requirements of strength, tightness, radiation protection. Equipment with engineering systems - ventilation, water supply, sewage, power supply and communication systems. Arrangement of internal premises - sanitary facilities, rooms for long-term stay, places for low-mobility groups of the population. Creation of an autonomous and backup power supply system (generators, batteries). Technical and author's supervision of construction to ensure quality and reliability. Justification of the gap between the current state and the target level Current state: There is the simplest shelter for 110 people on the territory of Lyceum No. 17. The educational process is in a mixed format, since 886 students study at the institution. The existing infrastructure of the institution does not meet modern requirements in the field of civil defense. Target level: A functioning protective structure (PRU), capable of simultaneously accommodating the required number of people (for example, 500 people). The uninterrupted functioning of life support systems (power supply, ventilation, water supply, communications) is ensured. Comfortable and safe conditions are created for students, teachers and community residents in case of emergencies. Gap: Today, there is a small civil defense infrastructure for the educational institution, while the target level provides for the creation of a fully functional protective structure integrated into the community security system. This gap is critical and can only be bridged through the implementation of a public investment project.

Problems and solutions resulting from project implementation

Key problems to be solved by the project: Insufficient capacity of the existing shelter. Today, Lyceum No. 17 has only the simplest shelter for 110 people, while more than 900 people study and work in the institution. This creates a critical shortage of safe places. Non-compliance with modern civil protection requirements. Low level of safety of students and employees. In the absence of proper protective structures, most participants in the educational process during air raids remain without safe shelter. Why these problems are relevant now: In conditions of martial law and constant missile and aviation threats, the issue of civil protection is a priority. State standards require that educational institutions have protective structures capable of ensuring the safety of all students and employees. Without the creation of a full-fledged shelter, there are risks of interrupting the educational process and threatening the life and health of children. Possible consequences if the problems are not resolved: Lack of safe conditions for students and employees during emergencies. The inability to organize the educational process in full due to violation of security requirements. Increased social tension among parents and the community. Expected positive changes after the implementation of the project: Creation of a modern shelter for 500 people with all the necessary life support systems. Ensuring the safety of students, teachers and community residents in emergency situations. Guaranteed possibility of continuous educational process even during military threats. Compliance of the institution's infrastructure with modern state standards in the field of civil protection.
