Description of the project

The project involves the purchase, installation and commissioning of a video surveillance system in the territory of the Sambir urban territorial community in order to increase the level of public safety, law and order and the protection of municipal property. The project plans to install modern video surveillance cameras in public places with an increased level of risk, in particular on central streets, squares, near educational, cultural, medical institutions, critical and municipal infrastructure facilities, transport hubs, places of mass gathering of people, as well as at entrances and exits from the city. The project is aimed at solving a number of urgent problems of the community, in particular the increase in the risks of offenses, vandalism, theft, damage to municipal property, as well as the insufficient level of operational response to emergencies. In conditions of martial law and increased security challenges, the video surveillance system is an important tool for preventing crimes, controlling public order, and ensuring the safety of residents and internally displaced persons living in the community.

The project includes the installation of video cameras with high-resolution, night vision, and video data archiving functions, as well as the installation of server equipment and software for centralized collection, storage, and processing of information. It is also planned to integrate the system with the on-duty services of local government bodies and, if necessary, with law enforcement agencies to ensure prompt access to video information.

The expected results of the project are to increase the level of safety and security of residents of the Sambir community, reduce the number of offenses in public places, and improve control over the state of public order and the preservation of communal property. The implementation of the project will also contribute to increasing the population's trust in local government bodies, creating a safe and comfortable environment for living, studying, and conducting business activities, as well as improving the investment attractiveness of the community.

Description of the purpose of the project and ways to achieve it

The goal of the project is to increase the level of public safety and law and order in the territory of the Sambir urban territorial community by developing and expanding the already established video surveillance point, in particular by updating, upgrading and scaling the video monitoring system in public places and at municipal and critical infrastructure facilities. The project is aimed at ensuring the full, continuous and effective use of the existing video surveillance center for the prevention of offenses, prompt response to incidents and increasing the level of security of community residents. The goal is planned to be achieved by implementing the following measures: Purchase and installation of additional video surveillance cameras with modern technical characteristics (high resolution, night vision, motion capture), which will be integrated into the already functioning video surveillance point. Expanding the video monitoring coverage area, in particular in places of mass gathering of people, near educational institutions, administrative buildings, municipal and critical infrastructure facilities, transport hubs, as well as at the entrances and exits of community settlements. Modernization and upgrading of existing technical equipment (servers, data storage systems, network equipment) in order to ensure stable operation of the system, increase the storage capacity of the video archive and increase the reliability of information processing. Integration of new technical solutions with existing dispatch and duty services, as well as ensuring effective interaction with law enforcement agencies for a prompt response to recorded events. Optimization of system operation processes, including software configuration, improvement of incident response algorithms and advanced training of responsible employees.

Problems and solutions resulting from project implementation

One of the key problems of the Sambir urban territorial community is the insufficient level of actual public security, despite the presence of a video surveillance point. The existing video monitoring system has limited coverage of the community territory, an insufficient number of cameras and does not provide full control over all public spaces, municipal and critical infrastructure facilities. As a result, some potentially dangerous areas remain outside constant surveillance, which reduces the effectiveness of preventive measures and prompt response to incidents. The problem is especially relevant in conditions of martial law, increased security risks, increased load on the community infrastructure and an increase in the number of internally displaced persons. In the absence of sufficient technical support, the video surveillance system cannot fully perform the functions of deterring offenses, recording incidents and supporting the work of law enforcement and emergency services. This creates risks of increasing vandalism, petty crime, damage to municipal property and complicates the investigation of offenses. If these problems are not resolved, the possible consequences are a further deterioration in the sense of security among community residents, a decrease in trust in local government bodies, an increase in costs for the restoration of damaged municipal property, and an increase in social tension. Limited monitoring capabilities also complicate timely response to emergencies, which can lead to material damage and threats to the life and health of the population. The positive changes expected as a result of the project implementation are the creation of an expanded, effective, and manageable video surveillance system based on an already functioning monitoring point. The implementation of the project will provide a significant expansion of territorial coverage, improve the quality of public order control, reduce the number of offenses, and shorten the response time of services to incidents. In the long term, this will contribute to the formation of a safe and comfortable living environment, increase social stability, protect municipal property, and strengthen residents' trust in local authorities.
