General information

Description of the project

The project "Providing housing for large foster families (family-type children's homes)" aims to provide housing for large foster families with many children who are raising 5-10 children without parental care. The project includes providing apartments or houses of large area that are in municipal ownership and are provided fully equipped. This will create conditions for groups of siblings to live in a family environment, which is an important component of ensuring the right of every child to grow up in a family environment.

The purpose of the project

Main Goal:

Creation of new facilities and services

Secondary Goal:

Ensuring inclusiveness and equal opportunities

Description of the purpose of the project and ways to achieve it

The public investment project "Providing housing for large foster families (family-type children's homes)" aims to provide decent housing for large foster families raising 5-10 children without parental care, in order to provide them with conditions for living in a warm family atmosphere. To achieve the goal, the state allocates funds for the purchase or provision of official housing, fully equipped and in municipal ownership, and also coordinates work with local authorities to implement the program and support such families. The gap between the current state and the goal is explained by the shortage of housing for this category of families, which leads to children living in boarding schools instead of a family environment. The implementation of the project is designed to eliminate this problem and promote the social integration of children and support for family forms of upbringing.

Problems and solutions resulting from project implementation

The key problems that the project solves are the lack of housing for large foster families and children deprived of care. The lack of conditions for family upbringing leads to the fact that children are forced to stay in boarding schools, where development and socialization are worse. The urgency of the problem is due to the increase in the number of orphans, socially vulnerable families and poverty, which make it impossible to independently improve housing conditions. Failure to solve the problem in the long term will lead to a further increase in the number of children in boarding schools, social maladjustment, loss of family upbringing and increased social costs.

Demand for the service and its dynamics

What methodology was used to estimate demand?
