General information

Description of the project

The project provides for  the construction of a residential building for temporary residence of internally displaced persons (IDPs) with 39 apartments. The project will be implemented by reconstructing the building of the former dispensary "Rassvet" at the address:  50096, Dnipropetrovsk region,  Kryvyi Rih, Kropyvnytskyi st., 63a. High-quality housing allows IDPs to integrate into new communities, build a life, work and study. This helps to strengthen trust, reduces tension between the local population and displaced persons. The project will be implemented in partnership with the Ukrainian Social Investment Fund with financial support from the German Government, with which Kryvyi Rih MTG has been working since 2019. The experience of successful implementation of housing projects demonstrates the ability of Kryvyi Rih MTG to solve critical social challenges and strengthens its positive investment image.

The purpose of the project

Main Goal:

Improving the equality of wealth distribution

Secondary Goal:

Increasing compliance with modern standards, Creation of new facilities and services, Improving the condition of infrastructure, Ensuring inclusiveness and equal opportunities

Description of the purpose of the project and ways to achieve it

Due to the military aggression of the Russian Federation against Ukraine and hostilities in the eastern and southern regions, a significant number of internally displaced persons (IDPs) are currently registered in the city of Kryvyi Rih, who need improved living conditions and/or housing. In order to address this issue, on the initiative of the Ukrainian Fund for Social Investments (hereinafter referred to as the UFSI), on November 9, 2022, a Memorandum of Cooperation was concluded with the Kryvyi Rih City Council under the subproject “Creation of housing conditions for IDPs in the city of Kryvyi Rih, at 63a Kropyvnytskyi St., Dnipropetrovsk Region (apartments for temporary residence of IDPs)/KFW”). In accordance with the Framework Agreement, the UFSI provides financing for the subproject “Reconstruction of the building of the dispensary “Rassvet” for temporary residence of internally displaced persons (IDPs) at the address: Dnipropetrovsk Region, Kryvyi Rih, ul. Kropyvnytskyi, building 63a" at the expense of the government of the Federal Republic of Germany through the KFW development bank in the amount of 3,127,683.00 euros (163.5 million UAH). The building is planned to accommodate 39 apartments: 1-room - 4 sq m; 2-room - 16 sq m; 3-room - 15 sq m; 4-room - 4 sq m. For the accommodation of people with limited mobility on the first floor, 12 apartments are planned: 1 - one-room, 7 - two-room, 3 - three-room, 1 - four-room. For people with special needs, the project provides for the creation of conditions for barrier-free access to housing. The total number of residents is 109 people. The total area of the apartments is 1408 m2. The Kryvyi Rih City Council has pledged to provide funding and carry out work to connect the building to the city's utilities: water supply and drainage, electricity supply, heat supply, and landscaping.

[Response was provided in the Preliminary Investment Feasibility Study]

What procurement strategy was chosen for the project implementation, and what justifies its feasibility in the context of the market and project objectives?

[Response was provided in the Investment Feasibility Study]

What approaches are planned to be used to ensure transparency, competition, and efficiency in the procurement process?

Market readiness assessment
Так, готовий. Існує достатній кадровий та технологічний потенціал, але реалізація залежить від фінансування і стабільності логістики. Проєкти за підтримки держави та міжнародних організацій мають високі шанси на успіх.
