Description of the project

The project provides for: a new construction of a two-story building, which includes a civil defense protective structure (CSP) and a catering unit, of the Novoukrainsk Lyceum "Leader" of the Novoukrainsk City Council of the Kirovorad region. Its implementation is aimed at: ensuring reliable protection of students and employees of the institution by arranging a civil defense protective structure in the basement, designed for 122 people, which meets safety requirements in emergency situations and military threats; improving the conditions for organizing catering through the creation of a modern catering unit with a dining hall for 88 seats, which makes it possible to ensure full, safe and uninterrupted nutrition of students; ensuring full compliance with the requirements for accessibility, convenience, informativeness and safety of the facility for low-mobility groups.

The goal of the project is to create a modern, safe and inclusive educational environment by constructing a two-story building with an integrated civil defense protective structure (CPS) and a catering unit for the Novoukrainsky Lyceum "Leader", which will ensure the facility's compliance with current state construction, sanitary and fire safety standards, improve the quality of educational services and the safety of participants in the educational process. The project is expected to be implemented through: construction of a new building with modern structural solutions that meet the requirements of reliability, durability and energy efficiency; arrangement of a civil defense protective structure (CPS), designed for 122 people, equipped with engineering systems for life support, fire alarm, ventilation, water supply and means of safe stay; creation of a modern catering unit that provides a full technological cycle of food preparation in accordance with sanitary standards, with the necessary production, storage and auxiliary premises, provision of a dining hall for 88 seats with the possibility of comfortable accommodation of students. ensuring accessibility for low-mobility groups of the population, in particular by arranging ramps, accessible entrances, sanitary facilities and the required width of passages; compliance with fire and technogenic safety requirements, including the presence of evacuation exits, fire-fighting structures and alarm systems; implementation of energy-efficient solutions, installation of energy-saving windows and doors; creation of comfortable conditions for studying and staying of students, which will contribute to improving the quality of the educational process and preserving the health of children.

Problems and solutions resulting from project implementation

The existing infrastructure of the Novoukrainsky Lyceum "Leader" does not provide the proper level of security, continuity of the educational process and quality of related services. The capacity of the existing shelter (160 people) is insufficient for all participants in the educational process, which makes it impossible to organize training in one shift and leads to interruption of classes during air raids. In conditions of martial law, this creates direct risks to the life and health of students and employees and negatively affects the quality of education. The institution's catering unit does not meet the requirements of the HACCP, and the dining room (42 places) does not provide for the need for organized meals for more than 120 students, including primary school students and privileged categories. This creates risks for the quality and safety of food and complicates compliance with sanitary standards. The existing infrastructure also has limited accessibility for low-mobility groups of the population. If the problems are not resolved, there will be security risks, interruption of the educational process, a decrease in the quality of education, and non-compliance with sanitary and building standards. The project involves the construction of a new two-story building with an integrated protective structure (ISP) and a modern catering unit. The implementation of the project will allow to fully meet the need for shelter, organize training in one shift, create safe conditions during air raids, implement the HACCP system, and ensure high-quality and affordable nutrition for students. As a result, a safe, modern, and inclusive educational environment will be created, the quality of educational services will be improved, the continuity of the educational process will be ensured, and the institution will comply with the requirements of current legislation and standards.

Враховано вимоги чинного законодавства щодо безпеки освітнього середовища, організації укриттів та впровадження системи НАССР. Проведено консультації з адміністрацією закладу та враховано запити батьків і педагогів. Додатково проаналізовано вплив воєнних ризиків на безперервність освітнього процесу. Результати підтвердили високий рівень попиту та необхідність реалізації проєкту.
