1. The purpose of the project is to create a full-fledged memorial space in the city of Storozhynets — the Heroes' Stele — as a symbol of gratitude and respect for the fallen defenders of Ukraine, residents of the community, as well as the formation of a permanent place for holding official commemorative events. The project is aimed at achieving the following target results: • ensuring a proper and orderly place to honor the memory of the Heroes of the community; • preserving historical memory and forming national consciousness; • creating a modern, aesthetically attractive and accessible public space; • integrating the memorial object into the urban environment, taking into account the principles of barrier-free access. ________________________________________ 2. Methods of achieving the goal. To implement the goal of the project, it is planned: • adjusting the design and estimate documentation in accordance with current building codes and resource costs; • performing construction and installation work on the erection of the stele and memorial structures; • installation of memorial plaques with the names of the fallen defenders; • improvement of the surrounding area (paving, lighting, landscaping, installation of small architectural forms); • ensuring barrier-free access to the object; • creating conditions for holding mass commemorative and ceremonial events. To achieve the specified goals, the third part of the project provides for: • Implementation of works at the "Draft Design" (DDS) stage, taking into account the adjustment of the design and estimate documentation, which will ensure the relevance of technical and cost indicators and the possibility of performing work in 2026. • Performance of construction and installation works, in particular: o installation of a reinforced foundation slab to ensure the reliability and durability of the structure; o manufacture and installation of stele elements made of natural granite; o facing surfaces with granite slabs. • Landscaping of the area around the facility (building area — 69.6 m²), including the organization of coverage and engineering solutions for surface water drainage. • Ensuring barrier-free and safety, in accordance with current state building codes. • Minimizing the impact on the existing environment, since the work is carried out without demolishing existing structures and engineering networks, which allows preserving the ecosystem of the park area. 3. Justification of the gap between the current state and the target level - Current state (“as is”): The memorial space in the specified location has been partially implemented within the framework of previous construction phases. However, the complex is not architecturally completed, which limits its functionality and does not allow fully meeting the community's need for systematic and large-scale commemoration of the fallen defenders. - Target state ("as it should be"): Creation of a completed memorial complex, which will become a compositionally coherent, functionally equipped center for commemorating the Heroes in the city. - Justification of the gap: The gap is not in the complete absence of memorial infrastructure, but in its incompleteness. The unimplemented third part of the project does not allow achieving the intended architectural, social and functional characteristics of the object. The implementation of the project will eliminate this infrastructure deficit, providing the community with a completed, safe, inclusive and aesthetically designed memorial space
