Description of the project

The project plans to implement a local automated centralized alert system on the territory of the Ratnivska settlement territorial community of the Kovel district of the Volyn region, which includes the creation and implementation of a modern software and hardware complex for the prompt delivery of civil protection signals and emergency messages to management bodies, responsible services and the community population. The project is aimed at solving the problem of the absence or obsolescence of technical means of alerting, fragmentation of information channels and insufficient speed of response in the event of a threat of occurrence or occurrence of emergencies of a natural, man-made or military nature. The implementation of the MACSO will provide centralized management of alert processes, automation of message transmission and increased reliability of the system's functioning in crisis situations. The expected results of the project are to increase the level of readiness of the Ratnivska settlement territorial community to respond to emergencies, ensure timely and guaranteed information to the population and officials, reduce risks to people's lives and health, and bring the alert system into line with the requirements of Ukrainian legislation in the field of civil protection.

The purpose of the public investment project is to create and implement a modern local automated centralized warning system on the territory of the Ratnivska settlement territorial community to ensure timely, guaranteed and accessible information to the population, government bodies and civil defense forces about the threat of the emergence or occurrence of emergencies of a natural, man-made and military nature, including under the legal regime of martial law, in order to preserve people's lives and health and improve the level of safety and quality of life of the community's population. The goal of the project is expected to be achieved through: new construction of a software and hardware complex of a local automated centralized warning system; implementation of modern technical means of warning with the possibility of centralized and remote control; integration of the system with territorial and regional warning systems and communication channels; ensuring multi-channel delivery of signals and messages to the duty services of executive authorities, local governments, units of the State Emergency Service of Ukraine, enterprises, institutions, organizations and the population, taking into account the needs of persons with disabilities and other low-mobility population groups; organizing constant information of the population about the situation in the area of possible damage and the procedure for action in case of emergencies. Currently, in the territory of the Ratnivka settlement territorial community, there is no or a morally and technically outdated alert system is operating, which does not provide the proper level of automation, reliability and coverage of the population, does not meet the modern requirements of legislation in the field of civil protection and martial law conditions. This complicates the prompt delivery of signals and messages, increases the risks to people's lives and health and reduces the effectiveness of responding to emergencies. The planned result of the project is the creation of an effective, reliable, and accessible alert system that will ensure full territorial coverage of the community, automation of information processes, reduction of response time, and a significant reduction in the level of threats to public safety.

Problems and solutions resulting from project implementation

The main problem is the absence of a full-fledged local automated centralized warning system on the territory of the Ratnivska settlement territorial community, which would provide timely, guaranteed and comprehensive information to the population about the threat or the occurrence of emergency situations. The available technical means of warning have limited territorial coverage, do not provide automation of processes and do not meet modern requirements for civil protection, especially in conditions of martial law. The urgency of the problem is due to the increase in the level of threats of a natural, man-made and military nature, the need for prompt response and minimization of risks to people's lives and health. If these problems are not resolved, late or incomplete notification of the population, disorganization of actions of management bodies and response services, as well as an increase in human and material losses are possible. The implementation of the project will ensure the creation of a modern automated alert system with full coverage of the community territory, reducing the time for delivering signals and messages, increasing the level of awareness of the population and the readiness of government bodies to respond, which will directly contribute to reducing the level of security threats and increasing the protection of the population.
